HEALTH CARE AGENCY
The County of Orange , H ealth Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family, and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.

THE DEPARTMENT
Behavioral Health Services (BHS) Division consists of the following service areas, Adult and Older Adult, Children and Youth Services, Quality Management Services, Mental Health Services Act Office, Data Analytics and Evaluation, Crisis and Acute Care Services, Substance Use Services, and Forensic and Justice Involved. These service areas provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.

THE PROGRAM
Forensics and Justice Involved Division provides oversight, evaluation, and treatment for all of the mental health justice involved for Orange County. This includes Collaborative Courts, Assisted Outpatient Treatment (AOT), Mental Health Diversion, AB109 & Re-entry, Assisted Intervention Court, Whatever It Takes collaborative court, Recovery Court/Opportunity Court, Conditional Release Program, LPS Psychology Unit, SB317 Incompetent to Stand Trial Diversion Unit (SB317), CARE Court, and Early Access and Stabilization Services (EASS).

THE OPPORTUNITY
The immediate vacancy is within the Conditional Release Program (CONREP). However, future vacancies may be in other divisions; thus, qualified applicants are encouraged to apply.
The Health Services Manager is responsible for overseeing legislatively mandated programs and may be called upon to provide courtroom testimony while collaborating with various County, State, and justice system stakeholders. This role manages multiple Department of State Hospitals (DSH) contracts and budgets, provides feedback to justice partners, supervises the preparation of court reports, and contributes to the development and implementation of new programs. Additionally, the Health Services Manager provides oversight of CONREP, SB317, and EASS, which are administered under the jurisdiction of the County’s HCA and DSH. CONREP is a statewide system that delivers structured treatment and community-based supervision for forensic patients, including individuals found not guilty by reason of insanity, those deemed Incompetent to Stand Trial (IST), mentally disordered sex offenders, and civilly committed individuals with mental disorders. EASS provides early access and stabilization services for individuals charged with felony offenses who have been found IST under Penal Code Section 1370 and are housed in the Orange County Jail. This position also oversees placement evaluations for both misdemeanor and felony IST individuals awaiting a forensic inpatient psychiatric bed at a DSH facility or placement in a jail-based competency treatment program.

Additional duties include:

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
Two (2) years of cumulative experience in mental health related forensics programs is desirable but not required.
Additionally, valid registration as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), Registered Nurse (RN) or Licensed Psychologist may be desirable for some positions, but not required.

Eligible List

Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
