The PositionThe Appraiser I/Appraiser II, under direction, secures and analyzes data for the appraisal of real property for ad valorem tax purposes; makes standard field investigations, studies, and appraisals of residential, commercial, and farm properties; and performs related work as required.
This recruitment is being conducted to fill 1 (one) full-time vacancy which may be filled at either level depending on qualifications. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.
Scheduled salary increase and Winter Time Off (WTO):
- 3.5% COLA increase effective 7/01/26
- 32.0 hours of paid Winter Time Off (WTO)
POSITION REQUIREMENTS Experience and Education: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Appraiser I ($ 39.46 - $ 46.99 hourly) Experience: No experience required.
Education: Equivalent to a four-year degree from an accredited college or university with major course work in business, economics, or a related field. Additional qualifying experience* may be substituted for college education on a year-for-year basis.
*Qualifying experience means employment experience within the last ten (10) years in any of the following occupations: accountant, auditor, real property appraiser, building cost estimator, engineer; or a real estate licensee, licensed by the California Department of Real Estate, engaged in buying, selling, leasing, or managing real estate; or an appraiser aide or appraiser trainee in an assessor’s office; or an employee, other than an appraiser, of an assessor’s office, except that only two-thirds (2/3) of such employment time shall be deemed qualifying employment.
Appraiser II ( $43.02 - $51.28 hourly) Experience: One (1) year of experience as an Appraiser I (or its equivalent) in a County Assessor Department or two (2) years of appraisal experience which would provide the requisite knowledge, skills and abilities.
Education
: Equivalent to a four-year degree from an accredited college or university with major course work in business, economics, or a related field. Additional experience in property appraisal may substituted for the required education on a year-for-year basis.
License or Certificate*: A valid Permanent Appraiser’s Certificate issued by the State Board of Equalization must be obtained within one (1) year of employment. Failure to obtain this certificate will be cause for termination of employment in this class.
Possession of a valid California Driver’s License.
*Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Supplemental questions will be scored by subject matter experts. The most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Panel Interview. Oral Panel Interview Tentatively scheduled for the week of December 15, 2025. The most qualified candidates from the interview process will be placed on the eligibility list and may be considered for current and future vacancies for this position for up to one year.
