MOS Code: 1300 (Marines), 4315 (Navy)

Education and Experience : A High School diploma or General Education Development (GED), or higher and eight (8) years of experience in either facility construction, architectural design/construction, landscape architecture, design/construction or capital project management to include three (3) years of direct supervisory experience in a management and/or administrative capacity.

Licenses and Certificates: Texas Class "C" Driver's License or equivalent from another state.

General Purpose

Under direction, plan, manage, and coordinate activities concerned with the construction and maintenance of new and existing capital projects for the City of El Paso.

Typical Duties

Plan, manage and coordinate ongoing and long term capital project activities. Involves: Confer with supervisory personnel, stakeholders, contractors, and design professionals to resolve issues with work procedures, complaints or construction problems. Plan and coordinate project activities to meet deadlines. Inspect and review projects to monitor compliance with city, state and federal codes and safety regulations. Participate in project design reviews, pre-construction meetings and all discussions regarding any changes to the approved project design. Approve contractor payouts and make recommendations to ensure compliance with contract requirements and to obtain the highest level of quality at the lowest possible cost to the city. Review all payment submittals for contractor's completed work and make payment recommendations based on quality and materials used.

Serve as the primary liaison between city departments, divisions, outside agencies, contractors and community stakeholders. Involves: development of project status reports, construction and design schedules, analysis sheets, cost estimates and development of project budget sheets. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Make recommendations on departmental policies and procedures, service and staffing levels to provide the highest level of quality and efficiency. Provide administrative responsibility and oversight for projects including inspection services, and field observations to ensure compliance with applicable specifications, regulations, ordinances and City approved plans. Attend and participate in professional and community meetings. Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Supervise assigned staff. Involves: Schedule, assign, and review of operational and procedural activities. Prioritize and coordinate sectional activities. Instruct, guide and check work. Appraise employee performance and reviews evaluations by subordinates. Provide training and development to meet regulatory compliance. Enforce personnel rules, regulations, and work standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
