AFSCME Pay Grade 15
This job classification has moved to a salary step structure as of January 1, 2025. Individuals hired into the classification will typically be appointed at step 1 of the salary range. They will advance to step 2 after working in the position for six (6) months, to step 3 one year from the hire date, and to steps 4 and 5 at one-year intervals thereafter. Each salary step progression will provide a 5% increase to the employee’s base salary until step 5 is reached. The salary range for this job classification is $136,156.80 - $165,505.60/ Annually

The negotiable salary offer will be $136,156.80 (Step 1), commensurate with experience and education.

Current Assignment

The San Francisco Bay Area Rapid Transit District (BART) is seeking an innovative and highly effective Operations Training Supervisor to lead critical training initiatives that support the safety, reliability, and operational excellence of the District’s expanding rail system.

As BART advances transformative capital programs-including fleet modernization, system reinvestment, Train Control Modernization (TCMP), and major infrastructure upgrades, the need for a strong, future-focused training program is essential. This role provides a unique opportunity for a seasoned training leader to shape workforce capability across Maintenance & Engineering ensuring employees are equipped with the knowledge, skills, and competencies necessary to safely and efficiently perform in a changing operational environment.

Under the direction of a designated manager, the Operations Training Supervisor will oversee the design, delivery, and continuous improvement of technical, operational, leadership, and safety training programs. The incumbent will supervise training staff, manage training resources, integrate modern learning technologies, and work closely with operational leaders to ensure that training programs directly support service reliability, worker safety, regulatory compliance, and BART’s organizational values.

Selection Process

Examples of Duties

Coordinates the organization and staffing activities for providing managerial, supervisory and general staff training within Operations to attain long and short term District training goals.

Participates in the development and implementation of goals, objectives, policies and priorities; recommends and implements resulting policies and procedures.

Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.

Directs, coordinates and reviews the work plan for assigned functional area; assigns work activities and projects.

Monitors work flow; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.

Selects, trains, motivates and evaluates training personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

Develops and directs a variety of technical, transportation and leadership training programs for managerial, supervisory, safety, operations and contract personnel in support of District goals; develops and implements goals, strategies, policies and procedures to ensure a competent work force.

Develops, designs and incorporates new training technology into new and existing training programs to increase program effectiveness.

Assesses training needs in operations, maintenance, management, supervisory or general training areas; identifies and resolves training issues; reviews and evaluates training products, methods and procedures to ensure timely delivery of quality training programs.

Evaluates outside consulting services and vendor-supplied contract training deliverables including programs, manuals and materials; administers and monitors consulting contracts.

Participates on a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary.

Administers educational assistance and outside seminars programs; monitors developments in the industrial training field and evaluates their applicability to District activities.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of training and employee development.

Minimum Qualifications

Education :
Possession of a Bachelor’s degree from an accredited college or university in Education, Counseling, Human Resources, or a closely related field.

Experience :
The equivalent of four (4) years of full-time verifiable professional experience in developing and administering training programs in an industrial setting, which must have included at least one (1) year of administrative and/or supervisory experience or verification of completion of an administration or supervision program.

Additional experience for Operations Training Supervisor who does technology-based training only :
One (1) year of experience in administering technology-based training.

Substitution :
Additional professional experience as outlined above may be substituted for the education on a year-for- year basis. A college degree is preferred.

Other Requirements :
Must possess a valid California driver’s license and have a satisfactory driving record. Must possess the physical mobility to walk, climb, stoop, bend, crawl and twist.
