For over 100 years, Austin Water has been committed to providing safe, reliable, high-quality, and affordable water services to our customers.
Today, we serve over 1,000,000 people in the Austin metropolitan area, across more than 548 square miles.
The utility draws water from the Colorado River into three regional water treatment plants, Handcox, Davis, and Ullrich, which have a combined capacity of 335 million gallons per day.
Austin Water has two wastewater treatment plants, Walnut Creek and South Austin Regional, that can receive up to 150 million gallons per day of sewage to treat. Wastewater is cleaned into high-quality effluent that is safely returned to the Colorado River to augment environmental flows.
More than a billion gallons of this high-quality effluent are reclaimed each year for outdoor irrigation, industrial cooling, manufacturing, and other uses.
Austin Water consistently ranks among the best in the country when it comes to water quality. We also treat, return, and recycle wastewater in ways that protect environmental resources. Austin Water exceeds federal and state requirements for clean water and environmental compliance at our water and wastewater treatment plants.
Job Description:Purpose:
- This position supervises training staff and provides necessary support resources for new, updated, and user-challenging training requirements.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Oversees training including needs analysis, training strategy, development and delivery of training programs.
- Provides advanced student support and implementation of training solutions.
- Tracks trends and makes recommendations regarding training technology.
- Oversees the development of curricula and courseware.
- Analyzes laws, codes, and policies, and consults with subject matter experts to design and develop curriculum related to trainees needs.
- Provides purchasing process support and product evaluation for the selection of various training materials and programs.
- Trains the trainers.
- Delivers instructor-led training classes and develop computer-based training material.
- Prepares training updates.
Responsibilities - Supervisor and/or Leadership Exercised:
- Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills, and Abilities:
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of training principles.
- Knowledge of public administration, adult learning principles, and instructional systems design.
- Knowledge of current technology operations.
- Knowledge of video editing and training authoring software.
- Skill in oral and written communication.
- Skill in handling multiple tasks and prioritizing.
- Skill in data analysis and problem solving.
- Ability to facilitate agreement among stakeholders.
- Ability to prepare financial documents and budgets.
- Ability to deliver training.
Minimum Qualifications:
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Organizational Development, Business, Communication or related field, plus four (4) years of training experience, two (2) years of which were in a lead or supervisory capacity.
- Experience may substitute for education up to four (4) years.
Licenses and Certifications Required:
Preferred Qualifications:
- Experience in a utility or similarly regulated organization with high-risk field environments.
- Experience leading or supervising teams and providing effective leadership to employees that provide technical instruction.
- Experience in establishing and developing successful business relationships.
- Knowledge of and experience in conducting a variety of training (classroom, hands on, online, etc.) to include adult learning principles, identification of most effective learning methods and design/development of course materials.
- Experience managing and providing strategic direction for training programs, including establishing goals, conducting needs assessments, setting standards for training materials and methods, evaluating training effectiveness, identification of performance measures, and making data driven decisions.
- Experience complying with TCEQ occupational license programs, TCEQ training provider programs, and OSHA regulatory standards for technical instruction.

- Austin Water is a large and complex department of the City of Austin, with over 1,400 employees, and multiple facilities across a wide geographical area. Austin Water provides drinking water and wastewater services to over one million customers in the Austin area and manages over 40,000 acres of preserve land for drinking water quality and endangered species habitat. Austin Water’s Operational Training division is seeking a Training Supervisor to lead the Certification Training section that supports Ausitn Water’s water and wastewater licensure program.
Pay Range:
- $75,930 - $96,430 annually
