The Information Technology Services Department (ITS) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, application support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.

The Position
The IT Account Manager, Ventura County Fire Department (VCFD) reports directly to the Assistant Chief Information Officer (ACIO) of the Information Technology Services department and is an embedded manager in the IT department of the Ventura County Fire Department. As such, this position oversees other ITS embedded staff. This position is responsible for all IT technical efforts such as desktop support, help desk, server management, database, and more. This position also performs the Customer Relationship Management role which includes customer service, budgeting, financial oversight of both their organization, as well as services provided to the Ventura County Fire Department by County IT.

The Ideal Candidate
The ideal candidate will have strong IT technical skills in current technologies and recent experience in a leadership role reporting directly to senior executives (e.g. CEO, CIO, etc.). They'll possess excellent customer service relationship management skills and a solid understanding of organizational financials.

Payroll Title: IT Manager III

Distinguishing Characteristics
Levels in the IT Manager classes are generally based on, but are not limited to, the functional area's organizational complexity and size, number and nature of functions and programs, and scope of supervision including the classification level or types of positions managed. IT Manager III is the third level of the IT Manager series.

EDUCATION, TRAINING, and EXPERIENCE
Six (6) or more years of progressively responsible information systems experience, including supervising/managing an information technology team, which has led to the acquisition of the required competencies and/or attributes. Extensive experience in technical project management, team management, budget development, and managing customer relations and multiple concurrent projects.

SUPPLEMENTAL QUESTIONNAIRE - qualifying

All applicants are required to complete and submit the questionnaire for this examination AT THE TIME OF FILING. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position. Failure to complete and submit the questionnaire may result in the application being removed from consideration.

APPLICATION EVALUATION - qualifying

All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the examination process.

TRAINING and EXPERIENCE EVALUATION:

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.

NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Responses such as "See Resume" or "Refer to Resume" are not acceptable and may disqualify an applicant from further evaluation.

ORAL EXAMINATION - 100%

A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

BACKGROUND INVESTIGATION: A thorough post offer, pre-employment background investigation which may include inquiry into past employment, education, criminal background information, and driving record may be required for this position. Ability to pass extensive background checks from multiple law enforcement agencies.
