Job Description:

Purpose:

Under nominal direction, this position is accountable for managing or supervising and implementing engineering functions of a major division, program, or activities including budgeting, staffing, development of policies and procedures, and providing support to accomplish overall goals and objectives of the City of Austin.

Duties, Functions and Responsibilities:

Responsibilities - Supervisor and/or Leadership Exercised:

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.


Minimum Qualifications:

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering, plus eight (8) years of related experience acquired before and/or after licensing as a professional engineer, including two (2) years of which were in a lead or supervisory capacity.

Licenses and Certifications Required:

Licensed Professional Engineer (P.E.) in the State of Texas; or if currently licensed in another state, must have the ability to obtain a Texas P.E. license within six (6) months of employment.

Preferred Qualifications:

The ideal candidate will be a versatile engineer and supervisor, bringing the following preferred qualifications to implement transportation system improvements to accommodate all users:


Notes to Candidate:

Under minimal supervision with considerable latitude for the use of initiative and independent judgment, this position will perform highly complex engineering functions that includes the operation of all traffic signals managed by the Arterial Management Division (AMD) on behalf of Austin Transportation and Public Works (ATPW).

This position will lead the following duties:

1. Supervision: oversee workload for team members; assist with the resolution of the more challenging issues that arise; train, discipline, develop employees, and review performances.

2. Engineering Design: Oversee the development, implementation, tracking and monitoring of the City of Austin annual signal retiming program.

Collaborate with the Vision Zero Program and other City partners to identify, prioritize, and implement signal timing modifications that improve intersection safety and reduce severe crashes.

Coordinate safety-related signal enhancements such as leading pedestrian intervals, protected left-turn phasing, and other operational changes supporting the City’s Vision Zero Action Plan.

3. Construction and Review: Oversee the review of construction plans specifically pertaining to traffic signal operational requirements. Oversee the programming of all new traffic signal and pedestrian hybrid beacons.

4. Respond to Customer Assistance Forms (CAFs) and Public Information Requests (PIRs), and serve as AMD’s lead representative for communications on signal timing issues with other City departments (including City Law), law enforcement agencies, and engineering consulting firms.

Essential Employee:

This position is considered an “Essential” role and is essential to the operations of the City based on the preparation, response, and recovery phase of extraordinary situations or emergency conditions. As an employee that has been designated as “Essential” the expectation will be to work at a designated work site during declared extraordinary situations or emergency conditions to serve the community. Essential Employees during emergencies play a role in ensuring the public health, safety, and welfare of our community and ensuring City operations continue.

Pay Rate: $112,600 - $144,700.

Hours: Monday - Friday 8:00am to 5:00pm.

Hours may vary depending on departmental needs and initiatives.
