The Job

The current vacancy exists in Twin Peaks ; the resulting list will be used to fill vacancies in Twin Peaks only . Candidates who do not indicate a willingness to work in Twin Peaks will be disqualified.

The Assessor-Recorder-County Clerk (ARC) is recruiting for Appraiser Trainees who work in a training capacity while learning to apply appraisal principles and arrive at valuations for single residential and moderate sized multiple-unit residential properties for tax assessment purposes. Incumbents are responsible for gathering market and cost data; reviewing financial documents; performing field inspections of real property (land and buildings) and personal property (business equipment, fixtures, etc.); interviewing business and property owners, contractors, and realtors; explaining assessment laws, policies and procedures to the public; preparing appeals; representing the County before the Assessment Appeals Board and court hearings; and participating in training and review of Revenue and Taxation codes. All duties are performed in accordance with property tax laws.

The resulting eligible list will be used to fill current and future vacancies within the Assessor-Recorder-County Clerk (ARC) office in Twin Peaks only.

Auto-promotion up to $99,694 annually

CONDITIONS OF EMPLOYMENT

Promotion: Appraiser Trainees are eligible for promotion to Appraiser I ( $61,609.60 - $84,656.00 annually ) upon meeting the minimum requirements for that class including obtaining, within one (1) year of employment, a valid permanent Appraiser's Certificate issued by the State Board of Equalization and receiving a satisfactory work performance evaluation. Incumbents must promote within eighteen (18) months or be terminated. Likewise, Appraiser I are eligible for promotion to Appraiser II (Up to $ 99,694 annually) within 24 months or employment will be terminated. Regular status can only be achieved at the Appraiser II level.

Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

Minimum Requirements

CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS:
OPTION 1 A completed/awarded bachelor’s degree.**

OPTION 2
Graduation from high school and a combination of higher education and/or relevant experience totaling four (4) years (experience must have been obtained within the last ten years) as one of the following: IMPORTANT NOTES:
All work experience must be clearly detailed and demonstrated on the application AND supplemental questionnaire to ensure qualifications are properly considered (resumes are not reviewed). All information must be current and up to date.

EDUCATION 1
**Applications will also be accepted from candidates currently enrolled in or having completed the last semester/quarter prior to graduating with a Bachelor's degree. A letter from the school indicating graduation date MUST be submitted with the application . Proof of degree conferred must be provided at time of hire.

EDUCATION 2
Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Desired Qualifications

The ideal candidate will possess strong communication and computer skills, have the ability to manage large appraisal workloads with a high degree of independence, and be willing to travel to district offices as needed.
