Job Description:

Purpose:

Under general direction, oversees the daily operations for the skilled and complex tasks related to the collection, installation, programming, maintenance, diagnostics, and repair of solar powered, computer-based electronic multi-space and single-space meters.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

• Plans, organizes, supervises, and provides leadership for the day-to-day operations related to the installation, maintenance, and repair of all on-street parking meters for the transportation parking enterprise.
  
• Oversees and manages inventory and implements processes and procedures that ensure efficient and effective control of inventory.
  
• Develops and designates areas to inspect, adjust, install, remove, and repair electronic parking meters and lot entry machines to ensure City of Austin transportation parking enterprise operations are maintained.
  
• Oversees, monitors, and participates in all training related to the techniques of dismantling, repairing, reassembly, and preventative maintenance of pay stations and single-space meters.
  
• Ensures the identification and delivery of all appropriate safety training.
  
• Manages and reconciles revenue collections with the Controller’s Office. Researches credit card transactions to identify incorrect charges and works with Finance to resolve any issues.
  
• Prepares comprehensive and detailed reports by compiling, reviewing, and analyzing data. Manages meter shop budget to ensure continued operations. Reviews computer data relative to parking meter activities and oversees and reconciles revenue collections.
  
• Develops and evaluates short- and long-range strategies, goals, and action plans to meet business needs. Makes recommendations to management on budget development, large purchases and expenditures, short- and long-term programs, and enterprise initiatives. Develops specifications for product, price, and services to be received.
  
• Responds to and resolves sensitive inquiries and complaints from both internal and external sources.
  
• Manages the installation and removal of permit materials for parking permits, special events, and Austin Police requests. Manages the installation and removal of temporary signage materials related to permits affecting on-street spaces.
  

Responsibilities - Supervisor and/or Leadership Exercised:

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

• Knowledge of applicable Federal, State, and Local codes and ordinances including Texas Manual of Uniform Traffic Control Devices (TMUTCD) provisions, codes, and procedures related to traffic control, parking, citations, and parking permits; City practices, policies, and procedures; construction practices and procedures; and safety policies and procedures.
  
• Knowledge of basic computer and internet networking principles, equipment installation, and IP address programming.
  
• Knowledge of revenue, cash handling procedures, purchasing, contract management, and budget development.
  
• Knowledge of strategic planning including short- and long-term goals.
  
• Knowledge of supervisory techniques.
  
• Skill in handling multiple tasks and prioritizing.
  
• Skill in oral and written communication including presentations and various written formats.
  
• Skill in the use of hand tools, measuring devices, multimeter, and other electronics testing equipment used to diagnose and prevent potential issues within electronic signal devices.
  
• Skill in the use of informational databases to track items or monitor progress.
  
• Skill in handling and resolving conflicts.
  
• Ability to accurately log and report work progress, materials, man hours, etc. with or without the use of computer software.
  
• Ability to effectively explain policy to employees in a professional manner in a supervisory capacity.
  
• Ability to effectively manage projects and delegate responsibilities.
  
• Ability to establish and maintain effective working relationships with City employees and the public.
  
• Ability to install, splice, remove, and test wiring and electronic components.
  
• Ability to provide guidance, training, monitor, supervise, evaluate, and provide feedback the work of others.
  
• Ability to read and interpret engineering plans, blueprints, profiles, work orders, and schematics.
  
• Ability to use cell phones, two-way radios, and other communications equipment.
  

Minimum Qualifications:

• Graduation from an accredited high school or equivalent plus, eight (8) years of experience in an electronics maintenance role, including four (4) years of experience which were in a supervisory or lead role.
  
• Education may substitute for experience up to two (2) years.
  

Preferred Qualifications:

• Experience in repair and maintenance of electronic/solar equipment such as computers, copiers, or communications.
  
• Experience in installing, troubleshooting, and maintaining electronic parking meters or similar equipment.
  
• Experience in repair of coin/card accepting vending devices or parking meters.
  
• Computer experience using Word and Excel.
  
• Knowledge of revenue, cash handling procedures, purchasing, contract management, and budget development.
  
• Knowledge of applicable Federal, State, and Local codes and ordinances including Texas Manual of Uniform Traffic Control Devices (TMUTCD) provisions, codes, and procedures related to traffic control, parking, citations, and parking permits; City practices, policies, and procedures; construction practices and procedures; and safety policies and procedures.
  
• Experience in inspecting and maintenance of Dynamic Speed Display Devices (DSDD).
  
• Experience responding during emergency situations such as floods, severe weather, and accidents.
  
• Experience pruning trees for public safety and aesthetics.
  

Licenses and Certifications Required:

Valid Texas Driver License.

Notes to Candidate:

The Parking Meter Technician Supervisor will work in the Parking Enterprise Division of Austin Transportation and Public Works. This position will be responsible for ensuring the continuous operation of the on-street metered parking systems. Job duties will include evaluating and training employees, collection, and reconciliation of revenues, planning and installation of parking meters. This position will entail developing and evaluating short- and long-range strategies, goals, and action plans to meet the business needs of the Parking Enterprise Division. This position will need to develop comprehensive and detailed reports by compiling, reviewing, and analyzing data and be responsible for scheduling work shifts to ensure proper coverage for business needs. This position will be responsible for a full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

The following abilities are required to be successful in this position:

• Able to work flexible as well as established hours that may include days, evenings, and weekends.
  
• Ability to pass a DPS driving record; your driving record will be evaluated to ensure it meets the City’s Driver Safety Standards.
  
• Ability to pass a Criminal Background Investigation to handle cash.
  
• Ability to accurately log and report work progress, materials, man hours, etc. with the use of computer software.
  
• Ability to effectively manage projects and delegate responsibilities.
  
• Ability to provide guidance, training, monitor, supervise, evaluate, and provide feedback the work of others.
  
• As an essential function of the position, you must be able to lift up to 50 lbs., work in all types of weather, use a ladder and have the ability to walk up to 5+ miles per day.
  

Pay Rate: $26.86 - $32.43 per hour.

Location: 1501 Toomey Road, Austin, TX, 78704.

Hours: Monday - Friday 5am - 1:30pm
