This role is part of Austin Energy’s Corporate Quality Services (CQS) team, an internal consulting group dedicated to partnering with various business units, functional organizations, and vendors to enhance the value and delivery of products, services, and information.

The successful candidate will facilitate cross-functional business planning initiatives, lead systematic problem-solving efforts and implement cross-functional process improvement techniques to boost organizational efficiency. This position will support the Quality Center of Excellence, SPARQ, and promote a culture of Continuous Improvement across Austin Energy

Job Description:

Purpose:

Under general supervision serves as a subject matter expert related to continual improvement activities which includes quality assurance, process improvement and risk mitigation activities within the organization.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

• Supports projects related to the development of improvement of organizational programs, processes, and systems.
  
• Uses quality assurance methodologies to assist with current state analysis assessments.
  
• Conducts continuous improvement projects for business units within the organization.
  
• Supports risk mitigation evaluations to improve organizational performance.
  
• Conducts assessments of organizational systems and processes.
  
• Supports project teams and organizational change efforts.
  
• Conducts continual improvement training.
  
• Supports the organizations quality center of excellence.

• May provide leadership, work assignments, evaluation, training, and guidance to others.
  

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

• Knowledge of process improvement methodologies.
  
• Knowledge of performance measure development analysis.
  
• Knowledge of applicable City of Austin, State, and Federal statutes, ordinances, and codes.
  
• Knowledge of City practices, policies, and procedures.
  
• Skill in communication in a variety of formats including print, oral and formal presentations.
  
• Ability to work with frequent interruptions and changes in priorities.
  
• Ability to establish and maintain working relationships with other City employees and the public.
  
• Ability to look at situations systematically.
  
• Ability to work independently.
  
• Ability to understand, interpret, and apply detailed and complex information.
  
• Ability to implement recommendations.

Minimum Qualifications:

• Graduation with a Bachelor's degree from an accredited college or university with major coursework in a field related to the job, plus three (3) of experience related to the job.
  
• Lean Six Sigma Green or Black Belt certification may substitute for two (2) years of experience.
  

Licenses and Certifications Required:

• None
  

Preferred Qualifications:

• Experience in supporting continuous improvement initiatives, including assisting in developing and implementing Quality Management Systems (QMS) and managing risk.
  
• Experience supporting Quality Center of Excellence (CoE) efforts and promoting quality standards within specific teams or departments.
  
• Demonstrated success in supporting business transformation efforts and working on projects with guidance from senior staff.
  
• Proficiency in data analysis to identify risks, process inefficiencies and support targeted improvements that contribute to key results.
  
• Experience with project management and process improvement methodologies.
  
• The successful candidate may hold PMI-PMP, PMI-CAPM, LSS Green Belt, LSS Black Belt, ASQ-COE/QM, ASQ-CQE, or similar certifications or the ability to obtain within six (6) months of employment.

Pay Range: $71,630.00 - $90,980 annually

Schedule: 8:00AM - 5:00PM - 60% COA telework policy

This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.
