DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

This Senior Staff Analyst position supports Houston Public Work’s (HPW’s) commitment to improving how our internal operations function every day. Operating within the Office of the Chief of Staff, the Senior Staff Analyst evaluates internal workflows, investigates operational challenges, and works collaboratively with teams across the organization to implement improvements that enhance clarity, efficiency, and consistency. The role focuses on analyzing internal business processes, supporting the adoption of redesigned workflows, and developing data-driven insights and dashboards that help leaders make informed decisions.
The Senior Staff Analyst also plays a key role in the development and implementation of Standard Operating Procedures (SOPs), ensuring that internal procedures reflect current practices, regulatory requirements, and organizational priorities. This position requires strong analytical skills, judgment, communication, and the ability to work effectively with both frontline staff and senior leadership.


Skills and Abilities:

WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditioning.

This is a Department of Public Works Emergency Management position at the Tier II Level.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS
Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
