The PositionLead, mentor, and inspire! Napa County Human and Health Services Agency (Working Title: Behavioral Health Data Analytics Manager) is looking for a collaborative Staff Services Manager to guide a dynamic team of analysts and administrative professionals. - Leads all Behavioral Health data and reporting operations for the Mental Health Plan (MHP) and Organized Delivery System (ODS), overseeing key state and federal submissions (CSI, CalOMS, BH CONNECT, 274). Ensures 100% compliance with reporting timelines and accuracy standards set by DHCS and CMS.
- Manages and develops a high-performing team of data analysts, setting performance metrics, quality standards, and analytic priorities to improve reporting efficiency and data integrity across Behavioral Health programs.
- Directs administrative operations—including client check-ins, referrals, and scheduling—across Behavioral Health programs. Implements process improvements that reduce client wait times and increase administrative accuracy and consistency.
- Monitors and analyzes direct client care data to evaluate service utilization, provider productivity, and revenue trends. Produces actionable dashboards and insights to inform leadership decisions on resource allocation, staffing, and fiscal forecasting.
- Ensures high-quality demographic data collection and analysis, enabling equity-focused reporting that identifies service gaps and informs strategies to improve access and outcomes for underserved populations.
- Collaborates with HHSA’s Epidemiology and Data teams to align data governance systems, integrate datasets, and strengthen data-driven decision-making. Contributes to HHSA’s strategic plan tracking and KPI development and serves as a key representative on the HHSA Data Committee.
- Partners with Quality Assurance and Performance Improvement (QAPI) teams on PIPs, quality reviews, and HEDIS measure tracking, delivering performance analytics, variance analysis, and progress reports to drive measurable improvements in service quality.
- Supports major Behavioral Health initiatives—including CalAIM, BH CONNECT, and Justice-Involved projects—by designing tracking tools, defining performance metrics, and creating reporting structures that measure outcomes, compliance, and program impact.
- Oversees updates to client- and provider-facing materials (Member Handbook, Provider Directory, website content), maintaining accuracy, accessibility, and compliance with DHCS and managed care standards.
- Develops trend analyses and forecasting models in collaboration with HHSA Epidemiologists to anticipate emerging needs, guide policy recommendations, and improve operational planning.
- Fosters a culture of data-driven accountability and continuous improvement, leveraging metrics to enhance transparency, operational efficiency, and team performance.
