This recruitment is

This recruitment will establish an Open eligible list and will be used to fill current and future HCA Service Chief II vacancies. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County.
HEALTH CARE AGENCY The
County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Correctional Health, Administrative Services, Behavioral Health Services, Public Health Services, and Specialized Medical Services is committed to meeting the health needs of the diverse Orange County community.
THE DEPARTMENT The
Behavioral Health Services (BHS) Division consists of the following service areas Adult and Older Adult Behavioral Health, Children and Youth Services, Quality Management Services, Mental Health Services Act Office, Data Analytics and Evaluation, Crisis and Acute Care Services, Substance Use Services, and Forensics and Justice Involved. These Service areas provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.
THE PROGRAMS Adult and Older Adult provides outpatient, recovery oriented, behavioral health services which emphasize individual needs, strengths, choices, and involvement in service planning and implementation. Adults and Older Adults who are living with serious mental health illness and may have a co-occurring substance use disorder and impairment in their ability to function in the community or who have a history of recurring substantial functional impairment, hospitalization or symptoms can access services.
Children and Youth Services provides outpatient behavioral health services to Medi-Cal eligible or uninsured children and youth who need medically necessary treatment to ameliorate their mental and behavioral health conditions. CYS provides case management, assessment, individual, group and family therapy, psychological testing, psychiatric evaluation and medication support, crisis intervention, and peer support services to children and youth in Orange County.
Forensics and Justice Involved Division provides oversight, evaluation, and treatment for mental health issues among justice involved individuals in Orange County. This includes Collaborative Courts, AOT, Mental Health Diversion, AB109 & Re-entry, Assisted Intervention Court, Whatever It Takes collaborative court, Recovery Court/Opportunity Court, CONREP, LPS Psychology Unit, SB317 Misdemeanor Incompetent to Stand Trial unit, CARE Court, and Early Access and Stabilization Services.
THE OPPORTUNITIES The immediate vacancies are within Adult and Older Adult (AOA), Children and Youth Services (CYS), and Forensics and Justice Involved (FJI). However, future HCA Service Chief II (SC II) vacancies may be in other Divisions; thus, qualified applicants are encouraged to apply.
There is one (1) immediate vacancy within AOA.
- The SC II position in AOA, Behavioral Health Navigation oversees the daily operations of a newly developed behavioral health program and provides direct supervision to a multidisciplinary team of mental health specialists and behavioral health clinicians. This program is designed to engage and re-engage individuals in mental health services through field-based encounters, case management, resource linkage, clinical assessment, and enrollment into outpatient treatment. The SC II will also refine service delivery, draft policies and procedures, and build collaborative partnerships across the behavioral health and supportive services continuum to ensure effective program implementation and service integration.
There are three (3) immediate vacancies within CYS.
- The SC II in CYS Administration will be responsible for the supervision of two Behavioral Health Clinician (BHC) contract monitors for outpatient and Full-Service Partnership (FSP) programs, serve as the CYS liaison/Super User with the Quality Management Services (QMS) Integrated Record Information System (IRIS) and QMS Quality Improvement/Quality Assurance Teams, and serve as the subject matter expert and liaison for peer services.
- The SC II in CYS Outpatient Clinics will supervise a diverse unit of professional behavioral health providers to oversee services to Medi-Cal beneficiaries, ages 0 through 20, who have a serious emotional disturbance (ages 0-17) or a serious mental illness (ages 18 through 20).
- The SC II in Clinical Evaluation Guidance Unit (CEGU) Probation will supervise a diverse unit of professional behavioral health providers and will oversee the delivery of services to all incarcerated youth housed at the Youth Guidance Center and the Youth Leadership Academy.
There is one (1) immediate vacancy within FJI.
- The SC II position in FJI, AOT/CARE Court provides intensive recovery services to adults, age 18 and up who have serious and persistent mental illness and may have co-occurring substance abuse issues. These individuals may or may not have had involvement with the criminal justice system due to their mental illness. In addition to oversight of clinical and justice involved aspect of service delivery, this position will be responsible for operations oversight such as contract monitoring, and facilitating Medi-Cal billing, and getting the programs Medi-Cal Certified.
Duties and ResponsibilitiesSome examples of duties and responsibilities include but are not limited to:
- Plans, schedules, assigns, and directs the work of a multidisciplinary team assigned to BHS
- Evaluates the performance of subordinates, recognizes good performance, and recommends disciplinary action when appropriate
- Orients and trains new staff, and identifies and implements staff training and development requirements
- Confers with Program Manager and Human Resources concerning staffing and other work-related issues
- Reviews cases, progress, and problem areas and acts as a resource on challenging or complex cases providing expert guidance to multidisciplinary team
- Administers clinical operations, coordinates service delivery with other programs, and assists in monitoring and evaluating program needs and developing an effective program
- Maintains up-to-date knowledge of federal, state and local laws, regulations, policies and procedures which govern program operations and funding
- Acts as a liaison, consultant and educator to community agencies, county, and county contracted providers to assist in achieving program goals
- Completes chart reviews, documentation, and medical records to ensure compliance with quality assurance and utilization review requirements
- Provides resource information, education, and consultation to representatives of clinic programs, outside agencies, community groups, or the general public
- Compiles data and prepares reports and interprets results to evaluate outcomes
- Participates on task forces or committees and attends meetings with other mental health professionals to resolve problems and to ensure continuity of services
- Identifies priority populations in need of specialized behavioral health services
- Obtains and disseminates information relating to program needs or compliance
- Implements and adheres to all Medi-Cal requirements
- Performs administrative functions utilizing Electronic Health Record (EHR) and IRIS
DESIRABLE QUALIFICATIONS & CORE COMPETENCIESThe ideal candidate will also demonstrate extensive knowledge and/or experience, skills, and abilities in the following core competencies:
