The City of Tacoma, Environmental Services Department, has an exciting opportunity for an Associate Construction Manager (ACM). We are seeking an outgoing, highly motivated individual who is interested in working on diverse and challenging capital projects to join our dynamic award winning team. This position is covered by a Labor Agreement between the City of Tacoma and Local Union 17 PTE.

The ACM position will play an important role in the Capital Delivery Group of the Environmental Services Science and Engineering (ESSE) Division. The ACM will collaborate and coordinate with the group's project engineers and Construction Managers on the team’s construction management of capital improvement projects for the City's Wastewater, Surface Water and Solid Waste Utilities (approximate average annual Capital Improvement budget of $30 Million).

The ESSE Division provides a unique opportunity to work on a wide variety of complex capital improvement projects. These types of projects can cover the full spectrum of typical municipal infrastructure improvements associated with Wastewater, Surface Water, and Solid Waste Utilities. Some of these projects include significant partnering with the City's Public Works Department and Tacoma Public Utilities. These two different departments often add Water, Power, and Street infrastructure improvements to our projects. The ESSE Division primarily works on projects that fall into either of the following two areas:

• Facility Capital Projects - Projects that include multiple engineering disciplines found in typical municipal utility facilities such as wastewater treatment processes, wastewater and surface water pumping systems, solid waste operational facilities, and electrical and instrumentation systems.
• Collection System Projects - Projects that focus on the planning and design of municipal wastewater and surface water collection system capital improvements, including both open cut and trenchless technologies and associated roadway improvements as well as state of the art green infrastructure and innovative surface water management components.

The ACM will be responsible for leading the construction management of assigned projects and coordinating with construction contractors, engineers, inspectors, surveyors, and other project stakeholders in the pursuit of fully developed and executed capital projects.

This is a position that significantly contributes to Environmental Service's mission to provide sustainable and cost-effective management services to protect the environment and recover value from Tacoma's waste streams.

Essential Duties:

• Provide construction management on a variety of construction and installation projects ensuring that projects are constructed within the scope of the project, on schedule, and within budget.
• Ensure that projects are constructed in conformance with contract documents, Federal, State and City ordinances and regulations.
• Assist in the evaluation of the bid proposals and provide recommendation for award.
• Review agenda and conduct Pre-Construction Meetings.
• Prepare for and perform weekly progress meetings.
• Review and process Shop Drawings/Submittals including the contractor's Construction Schedule and subsequent look ahead schedules.
• Manage all construction correspondence in accordance with Division policy.
• Track, assign, coordinate, negotiate changes to the vendor contract(s); create and estimate contract orders.
• Responsible for project communications between Contractor, Inspector, Engineer and other project specific stakeholders.
• Oversee and coordinate all aspects of Contract Administration requirements on City projects, including but not limited to Prevailing Wage documentation, Request to Sublet Work, and Statement of Working Days.
• Review monthly progress payments submitted by the Inspector and ensure progress payments are paid within 30 days of the City established payment cutoff date.
• Oversee and coordinate closeout of projects following all City and state procedures.
• Ensure that all federal, state, and City project documentation requirements are met. Prepare for, coordinate, and participate in all federal, state, and City audits.
• Assist in the defense of claims for damages, claims/lawsuits filed against the City.
• Perform other related duties as assigned.
• Train and provide work direction to others as assigned.

Physical Requirements and Working Conditions:

• Position may require lifting objects weighing up to 50 pounds, pushing and climbing.
• Work includes indoor and outdoor environment; subject to driving from site to site and working around heavy construction equipment.
• Incumbents in this classification may be exposed to hazardous chemicals and traffic hazards.

Qualifications

An equivalent combination to:

1) Graduation from high school or equivalent and 4 years increasingly responsible experience in construction management serving in the capacity as a project engineer, construction manager,
or seven years as a construction inspector;

OR

2) Associates Degree in Construction Management or equivalent with 2 years' experience in construction management or equivalent serving in the capacity as a project engineer, construction manager or 5 years as a construction inspector;

OR

3) Bachelor of Science in Construction Management or equivalent.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
Valid Washington State driver's license at time of appointment and maintenance thereafter.

Compensation & Benefits

Pay Details:

Hourly Rate: $48.27 - $58.69

Annual Salary: $100,401.60- $122,075.20

Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
