Administrator Level (for MPP positions only) This position is an Administrator III in the California State University Management Personnel Plan (MPP), reporting to the Executive Director of Risk & Safety Services.

Anticipated Hiring Range $12,335.00 - $13,115.00 Per Month ($148,020.00 - $157,380.00 Annually)

Position Summary Reporting to the Executive Director of Risk & Safety Services, the Environmental, Health, and Safety (EHS) Director has the delegated authority to act as the designated management representative in the administration of the EHS Program.
The EHS Director heads the EHS department which plans, implements, directs, and evaluates the San Francisco State University environmental, occupational health, and safety programs to ensure compliance and minimize risks. The EHS Director must be able to handle complex and confidential matters and respond to queries from faculty, staff, students and other constituents of the University with tact, discretion, and the exercise of sound independent judgement.
This is an in-person position.
Position Information The incumbent is responsible for:
- Developing, managing, auditing, and improving the full range of environmental, occupational health, and safety programs. For an extensive list of EHS program responsibilities for which the Director is responsible, refer to the most recent list of EHS programs and the Annual EHS Report available on the EHS website.
- Assisting other departments’ efforts to ensure compliance and minimize risk (e.g.: ERM Enterprise Risk Management, OES-Office of Emergency Services, Fire & Life Safety, College of Science & Engineering and others)
- Providing consultative assistance and technical guidance to senior management and administrators on departmental strategies and objectives and briefs administrators on critical and sensitive issues.
- Developing and maintaining effective working relationships or partnerships with internal and external customers, stakeholders, peers, partners and direct reports, including the daily management of a team of EHS staff specialists.
- Investigating workplace violence incidents and performing other administrative tasks associated with the campus Workplace Violence Prevention Plan.
- Developing management, faculty and staff training programs to increase safety awareness and regulatory compliance among campus community.
- Managing safety and environmental regulatory compliance.
- Managing hazardous waste disposal programs.
- Maintaining records for all EHS compliance programs.
- Responding to Cal/OSHA, Cal EPA, and other regulatory agency inspections and requirements.
- Managing the contents of the EHS website
- Planning and managing the EHS dept budget
- Supporting the professional development of the EHS staff.
- Producing the Annual EHS report
- Responding to EHS audits and related audit findings
- Collaborating with other CSU EHS directors as part of the EH&S Affinity group
Other duties as assignedMinimum Qualifications - B.S. in relevant EHS-type technical field.
- Ten (10) years’ experience in progressively responsible positions in an EHS setting with five (5) years of demonstrated effective management of an EHS department staff preferably in an academic setting.
Detailed knowledge of:
- EHS management systems
- EHS regulatory compliance in CA
- Hazardous waste management in CA
- Lab safety (e.g. chemistry, radiation, physics, toxicology, biosafety)
- Hazards associated with Facilities Services work
- Knowledge of and demonstrated effective experience working within applicable federal, California, and local safety laws and regulations, including awareness of current issues that may impact the functional responsibilities of the occupation.
- Experience developing effective working relationships with governmental/regulatory agencies.
- Demonstrated independent judgment; collaborative leadership; excellent listening, writing and interpersonal communication skills and the ability to work independently while managing multiple tasks and responsibilities simultaneously.
- Strong problem-solving abilities. Demonstrated ability to work successfully with a broad variety of individuals and groups across organizational lines and with both researchers and administrators
- Ability to communicate effectively in a full range of forums such as meetings, presentations and written documents and memoranda.
- Ability to utilize and implement new and emerging software tools and solutions.
- Demonstrated ability to develop, implement and manage effective safety and compliance programs, policies and procedures
- Ability to perform all duties in a professional, competent, and courteous manner, exercising independent judgment and sound decision making skills.
- Ability to handle all duties with accuracy, timeliness, and trust.
- Ability to plan, organize, multi-task, and prioritize work to meet deadlines.
- Possession of strong oral and written communication skills.
- Ability to collaborate with multiple entities to plan and accomplish objectives, and coordinate ongoing multiple, large and complex projects from conception to completion.
- Ability to lead, direct, supervise, motivate and inspire others; measure the performance of people, teams and organizations, and assess performance and progress.
- Ability to communicate effectively with a diverse student, staff, faculty, and campus community is essential.
- Must possess outstanding interpersonal skills and work well with others.
- Must be technologically proficient, and proficient with the Windows platform (word processing, spreadsheets, databases, etc.).
Preferred Qualifications - Certification in Industrial Hygiene (CIH) or Safety (CSP)
- Experience as a CIH or CSP in large and diverse organizations, preferably in a higher education research institution.
- Advanced EHS Professional Certifications e.g.: CSP, CIH, CHMM, CPEA, REHS, CHO-NRCC, CPE, P.E.,
- Advanced degree in EHS or a closely related field of study is preferred
- EHS management experience in higher education
- Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them.
- Ability to: take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved; to anticipate problems and address them proactively; train others on new skills and procedures and provide lead work direction; analyze data and make accurate projections using business mathematics and basic statistical techniques; make independent decisions and exercise sound judgment; compile, write, and present reports related to program or administrative specialty.
- Possess skills in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.
- Expertise in investigating and analyzing problems with a broad administrative impact and implications.
- Demonstrated skill in verbal communication, including the ability to present information and respond to questions from employees, managers, customers, and the public in both small and large group settings
- Experience with preparing and performing informational presentations.
Environmental/Physical/Special • Valid California driver's license and possession of a satisfactory driving record, or, if out-of state, valid detailed DMV report. 24/7 on-call availability to consult and support campus emergency actions.
