Job Description:Purpose:Under general direction and working independently, this position organizes, develops, and manages core programs, projects and activities within a division of the Public Works Department.
Duties, Functions and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Directs the programs, projects and activities of the division.
- Develops and manages division processes and procedures and ensure alignment with departmental goals.
- Evaluates, develops, improves, and promotes the division Business Plan.
- Evaluates operational efficiency and develops/implements improvement strategies.
- Develops and monitors division budget.
- Develops and implements short- and long-range goals and objectives.
- Manages CIP program consultant/contractor contracts.
- Manages CIP project delivery.
- Coordinates division actives with other division/departments.
Responsibilities - Supervisor and/or Leadership Exercised:Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills, and Abilities:Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Experience in managing municipal projects and programs.
- Skill in executing results oriented business plans and preparing budgets. Skill in developing and implementing business processes.
- Skill in developing and promoting program management best practices.
- Skill in collaborating with others to accomplish goals across organizational divisions.
- Skill in writing, reviewing and interpreting technical documents and making public presentations.
- Ability to exercise good judgment, tact and diplomacy in all dealings and maintain confidentiality as required.
- Ability to motivate employees and build morale.
Minimum Qualifications:- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job, plus eight (8) years of related experience, three (3) years of which were in a supervisory capacity.
- A Master’s Degree from an accredited college or university with major course work in a field related to the job may substitute for experience up to two (2) years.
Licenses and Certifications Required:- Texas Class "C" Driver's License.
Preferred Qualifications :- Managerial experience in leading and creating a core team responsible for developing, designing, coaching and implementing an enterprise-wide approach focused on embracing, reinforcing and sustaining a culture of Operational Excellence based on innovation, performance management and data-oriented analysis, data-driven decision making, and process improvement.
- Experience in advising, developing and managing strategic plans, goals, objectives, and performance measures align with enterprise-wide and senior executive level priorities.
- Experience designing, implementing and managing a robust reporting system that serves as the central repository for department and program data and business analytics.
- Experience in collaborating, consulting, and coaching executives, division managers and supervisors regarding strategic planning, performance management, and measurement and data analytics.
- Experience in developing methods for identifying and collecting program data and providing comprehensive reporting.
Notes to Candidate:The Austin Transportation and Public Works Division Manager will be over the Office of Performance Management Division.
The intent of the division is to have a cumulative impact of delivering better, faster, and smarter services by helping to create and sustain a culture of Operational Excellence. It will accomplish this by establishing a comprehensive, integrated performance management program that will include strategic planning, an innovation lab focused on streamlining processes and creating innovative tools to support these processes, drive data driven decision making, and help establish and sustain an environment and foundation for continuous process improvement. Successful candidates will have a significant background, experience and track record of success of leading an enterprise-wide program that encompasses the key component areas of strategic planning, performance improvement, reporting and data analytics.
Pay Rate: $104,200 - $134,000
Location: 5202 E Ben White Blvd
Hours: Monday - Friday 8:00am to 5:00pm.
Hours may vary depending on departmental needs and initiatives.
