DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS - Perform comprehensive stormwater plan reviews and permit evaluations to ensure full compliance with the City of Houston Code of Ordinances, Infrastructure Design Manual (IDM), and other applicable standards.
- Engage directly with customers, citizens, and stakeholders to provide technical guidance on plan submittal, drainage requirements, and regulatory questions.
- Lead and facilitate meetings with applicants, property owners, consultants, and the public as requested, ensuring clarity and alignment on stormwater-related matters.
- Maintain a thorough understanding of stormwater and drainage design standards, including recent requirement updates such as detention modifications.
- Review assigned drainage impact analysis and ensure technical accuracy and regulatory compliance.
- Investigate and respond to inquiries from City departments, consultants, regulatory agencies, contractors, and the public, providing clear and timely resolutions to drainage-related concerns.
- Support technical tasks and provide engineering assistance related to drainage systems, stormwater infrastructure, and regulatory implementation.
- Serve as a subject matter expert and technical resource to junior reviewers.
- Act as a liaison between junior reviewers and external customers.
- Coordinate with Building Code Enforcement and Office of City Engineer for any updates on codes, design manuals, procedures, checklists and guidelines.
- Attend and participate in pre-development meetings and customer advocacy meetings.
- Assist Supervising Engineer and Managing Engineer for any job activities.
- Execute additional duties and assignments as directed to support departmental goals and citywide initiatives.
WORKING CONDITIONS This position is physically comfortable; the individual has discretion about walking and standing. Work is substantially complex and varied, and requires the interpretation of technical and detailed guidelines, policies and procedures in combination. Analytic ability is needed to gather and interpret data where answers can be found only after careful analysis of several facts.
This is a Department of Houston Public Works Emergency Management Position at the Tier III Level.MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS Six years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or a closely related field are required.
Substitutions: A Master's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field may be substituted for two years of the above experience requirement
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis

PREFERENCESPreference may be given to applicants with experience in stormwater drainage design, plan review and permitting.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED: NoneHowever, the department may administer a skill assessment evaluation.
