Description
The Missouri Department of Mental Health, Division of Developmental Disabilities (DMH-DDD), is seeking a Clinical Informatics Project Manager. This Central Office position is based in Jefferson City, Missouri.
The Clinical Informatics Project Manager serves as a critical link between clinical operations and health information technology. The role focuses on optimizing electronic health systems to support high-quality, efficient, and person-centered care. This position works collaboratively with clinicians, administrators, and IT teams to design intuitive workflows, promote data-driven decision-making, and drive successful adoption of health IT solutions. Through training, analysis, and continuous improvement, the Project Manager enhances system usability, ensures regulatory compliance, and supports improved care outcomes across the Division
Job duties:
- Design, implement, and optimize clinical workflows within electronic health systems (initially CHARTe), ensuring alignment with clinical needs and organizational goals.
- Analyze health IT system data to identify trends, support clinical decision-making, and improve consumer care outcomes through data-driven insights.
- Serve as a liaison between clinicians, administrators, ancillary staff, and IT teams to ensure technology solutions are user-friendly, compliant, and support person-centered care.
- Educate and support staff in the effective use of electronic health systems through tailored training, usability assessments, and ongoing user engagement.
- Promote quality, safety, and efficiency in care delivery by supporting clinical documentation improvement (CDI), monitoring KPIs, and leading continuous improvement initiatives.
- Support change management and governance efforts by participating in interdisciplinary workgroups, change control boards, and policy development related to health IT systems.
- Ensure regulatory compliance and data security by coordinating with legal, compliance, and IT teams to interpret and apply HIPAA, 42 CFR Part 2, CMS, and DMH policies.
- Monitor system adoption and performance using analytics tools (e.g., Lights On), troubleshoot user issues, and recommend enhancements to improve functionality and user experience.
- Support downtime procedures and recovery planning to ensure continuity of care during system outages or transitions.
Stay informed on emerging trends in health information technology and recommend innovations that align with DMH’s strategic goals.
Eligibility:Bachelor’s degree in Health Informatics, Health Information Management, Nursing, Public Health, Business Administration, Information Technology, or a related field, and five or more years of professional experience in healthcare, health IT, or clinical operations, including experience with electronic health record (EHR) implementation, optimization, or support.

Five or more years of progressively responsible experience in clinical informatics, health information systems, or healthcare operations in a behavioral health, public health, or related setting
