SummaryMinimum Starting Salary: $110,000.00 per year The City of Waco Seeks: The City of Waco is seeking a Water Treatment Plant Superintendent to oversee the daily operation of the City’s Water Treatment Plants within the Infrastructure Services Department. This role ensures reliable treatment processes, regulatory compliance, and high-quality drinking water for the community.
Minimum Qualifications: Required:- Associate’s Degree in Environmental Science, Engineering, Business or Public Administration, or a related field and 8 years’ experience in Water/Wastewater Utilities Management and Project Management in the Public Sector and 4 years supervisory experience or an equivalent combination of education and experience or
- H.S. Diploma and more than 10 years with progressively responsible experience in water utilities management and project management in the Public Sector may substitute the degree requirement.
- Minimum Class B Surface Water license from Texas Commission on Environmental Quality (TCEQ)
- Valid Texas Driver’s License
- Class A Water license from Texas Commission on Environmental Quality (TCEQ) within 1 year required.
Preferred: Position Overview: The Water Treatment Plant Superintendent oversees the daily operations, maintenance, and performance of the City's Water Treatment Plants within the Infrastructure Services Department. This role ensures reliable treatment processes, regulatory compliance, and high-quality drinking water for the community.
Working closely with staff, City departments, and regulatory agencies, the Superintendent directs plant operations, monitors treatment performance, and guides improvements to maintain efficiency and resiliency. The position emphasizes safety, staff development, and proactive compliance with all applicable state and federal standards.
Essential Functions: - Directs the operations, maintenance, and repair of the City’s Water Treatment Plants to ensure safe, reliable, and efficient production of high-quality drinking water.
- Ensures compliance with all applicable federal and state regulations; oversees regulatory reporting and initiates corrective actions for environmental or safety concerns.
- Monitors operational performance, reviews data and reports, and implements process improvements, new technologies, and best practices.
- Manages staff through effective delegation, training, mentoring, and performance evaluation; promotes a culture of safety and accountability.
- Reviews infrastructure needs and service demands; develops recommendations for long-term planning, resource allocation, and operational effectiveness.
- Prepares technical reports, analyses, and cost estimates in support of regulatory requirements, contracts, and City management decisions.
- Develops and manages operating and capital budgets; tracks expenditures, revenues, and resource use to ensure responsible fiscal management.
- Oversees the planning and execution of Capital Improvement Program (CIP) and major maintenance projects for treatment plant facilities and equipment.
- Communicates clearly with City leadership, regulatory agencies, and the public regarding water treatment operations, challenges, and accomplishments.
- Operates a City vehicle and equipment to inspect facilities, support field activities, and ensure the effective maintenance and operation of facilities.
- May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.
- Performs other related duties as assigned.
