Overview

The grant-based Program Manager/FLS role has an objective of disease intervention, ensuring the adequacy of treatment for patients and named persons. This role involves clinic-based and field investigations and education of patients regarding treatment adequacy and risk reduction techniques. The Program Manager/FLS is responsible for medical provider education, staff development and training and programmatic operations, including maintenance of workflows and work assignments.

Responsibilities

• Conducts disease intervention, focusing on STI/HIV, and educating patients providers, and named persons on spread and risk reduction

• Meets grant and program metrics

• Conducts field investigations at patient's residence or place of work

• Supervises workflows, including electronic medical record imports to reporting database

• Monitors physical receipt of lab and medical reports, ensuring staff deadlines are met

• Assigns out of jurisdiction work assignments to a local associate for review

• Approves/disapproves field records and cases that are worked by disease intervention specialists

• Provides feedback and direction to disease intervention specialists

• Trains staff regarding STI/HIV concepts, testing algorithms and treatment guidelines

• Attends FLS training calls with state counterparts to stay current with state guidance and procedures

• Guides onboarding of staff according to the organization's training procedures

• Ensures state agency training modules are followed and completed by staff

• Works with providers to conduct training sessions, either offsite or onsite

• Ensures provider inquiries regarding testing and treatment protocols are addressed

• Engages with community-based partners and organizations for knowledge sharing

• Maintains physical inventory of office supplies used by the program and works with purchasing agent to order supplies and monitor usage of program supplies

• Oversees inventory management and resource allocation throughout the program

• Ensures medications and supplies are safely stored and current

• Coordinates with Supervisor regarding personnel and staffing needs

• Assists in recognizing mechanisms for programmatic improvement and implementation of new guidelines and/or Innovations

• Analyzes disease trends to identify areas in need of outreach and attention

• Creates an efficient workplace and helps to foster teamwork and morale

• Works with Supervisor for program goals and programmatic changes to meet metrics

Position Type and Typical Hours of Work

• Exempt - Grant Funded-Full-Time-Monday-Friday-8:00am-5:00pm

• Must be available to work additional hours as needed

• Flexibility to work evenings, weekends, and holidays is a schedule requirement

• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications

• Bachelor's Degree (BA/BS)

• Three (3) years of experience

Licenses and Certifications

Required

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring

Required within six (6) months of hire

• Adult and Pediatric First Aid/CPR and AED

• Fundamentals of Sexually Transmitted Disease Intervention (FSTDI)

• First Line Supervisor (FLS)

Required within one (1) year of hire

• Phlebotomy Certification

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
