Description

The vacancy is in the Office of the Chief Operating Officer under the Division of Capital Improvement Projects. Under direction, works closely with departments, contractors, and vendors to monitor projects and ensure adherence to the project scope and City policies, procedures, and standards. Collaborates with external and internal personnel to develop, monitor, and maintain cost, scope, and schedules for capital projects; reviews and analyzes budgets for thoroughness and reasonableness; and coordinates project budget amendments. Develops, maintains, and reports on key project and operational management metrics, including, but not limited to, timelines, risk management, productivity, budget and change order management. Produces a variety of complex reports and analyses including, but not limited to, c urrent project status related to design and construction. Assists in the preparation of grant applications and proposals to procure project funding. Prepares and presents to the City Council, Boards and Commissions, and community groups. Participates in the development and administration of project budgets. Reviews purchase orders, contract commitments, and expenditures; and reviews contracts and construction schedules as they relate to phasing and the progress of projects. Maintains tracking database to ensure alignment with work authorization and expenditures. Prepares regular updates to project schedules and ensure budgets and expenditures are accurate. Monitors, analyzes, and reports on project costs and commitments to budget and forecasts financial impact. Conducts project risk assessments and incorporates risk factors into budget and project schedule development; researches and makes recommendations for reducing or accounting for risk and other known or anticipated issues in project budgets and schedules. Attends project related meetings, including, but not limited to Pre-Bid, Pre-Construction, and design team meetings, as required. This is a classified non-union position. The hours of work are 40 hours per week. The above salary includes 5% in lieu of overtime.

Physical Demands and Working Conditions:

Work is performed primarily in an office environment with some travel to active construction sites, which may expose them to a variety of weather conditions and various equipment and machinery with moving parts. Incumbents are expected to adhere to all safety protocols, including the use of personal protective equipment (PPE).

Incumbents may be required to work extended hours, including evenings and weekends, depending on project needs.

Qualifications

Open to all applicants that meet the minimum qualifications:

Graduation from an accredited four-year college or university with major coursework in architecture, engineering, planning, project management, financial management, public administration, or a related field AND three (3) years of experience in project controls, project management, finance, budgeting, construction management, engineering, architecture, planning, or project estimation and project scheduling of large building projects.

OR

Sixty (60) or more credits from an accredited college or university with major coursework in architecture, engineering, planning, project management, financial management, public administration, or a related field AND five (5) years of experience in project controls, project management, finance, budgeting, construction management, engineering, architecture, planning, or project estimation and project scheduling of large building projects.

A COPY OF YOUR LICENSE MUST BE SUBMITTED WITH YOUR APPLICATION. A COPY OF YOUR DIPLOMA OR TRANSCRIPT MUST BE SUBMITTED WITH YOUR APPLICATION. A DEGREE OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT .

Necessary Special Requirements:

Possession of a Project Management Profession certificate preferred.

If selected, you will be required to pass a physical examination administered by a city physician, a drug and alcohol screening, and a background check. If appointed, you will serve 12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
