Description
Position DescriptionTacoma Power's Power Management is looking for an Organized Markets Analyst, Principal to join their team. Tacoma Power will be embarking on a major effort to expand its organized electricity market participation via joining the Southwest Power Pool’s (SPP) Markets Plus market. This position will play a key role in market implementation and subsequent market operations. During implementation the position will be a participant on project teams focused on analytics and reporting while simultaneously developing subject matter expertise in Markets Plus processes and systems. Post implementation, the position will use their market and technical subject matter expertise to continuously improve Tacoma’s market analytics capability and leverage the large and complex data sets created by market participation to provide insights into market behavior. Those insights will be used to guide market strategy and operations with the goal of maximizing the value of Tacoma Power’s resources for the benefit or our ratepayers.
Responsibilities include:- Works as a member of, and may lead, cross-functional project teams to implement projects and strategic initiatives of varying size and scope related to organized electricity market participation.
- Partners with staff, management, and other stakeholders in the design, construction, maintenance, and continuous improvement of decision support systems, business intelligence tools, dashboards, metrics, and reports.
- Uses data analytical tools to acquire, evaluate, extract, clean, and process data from a wide range of sources; employs statistical techniques to validate data; designs and builds custom data reports or queries using report development tools.
- Works cross-functionally to analyze model scenario alternatives, drafts policy and/or contract language; and refines forecasting methodology as needed.
- Prepares complex reports and presentations for technical and non-technical audiences; makes presentations to staff, leadership, appointed boards, and elected officials.
- Uses subject matter expertise to work with Tacoma, vendor, and market operator staff to identify and resolve issues resulting from interruption of data between and within applications that impacts the ability to participate in markets.
- Mentors junior analysts and supports cross-training and knowledge sharing both within and between teams.
Qualifications Minimum Education* Bachelor's degree in Engineering, Computer Science, Economics, Statistics, Mathematics or directly related field, such as Business Administration.
Minimum Experience* 4 years of experience in statistical analysis, data modeling or data analytics including 1 year prior senior , lead and/or supervisory level.
*Equivalency: 1 year of experience = 1 year of education
Desired Qualifications - Three or more years of experience working at an electric utility.
- One or more years of direct experience with analyzing organized electricity market data.
Knowledge & Skills- Mastery of SQL for database querying and optimization and proficiency using languages such as Python and R for modeling and analysis.
- Use of statistical methods and tools to produce actionable insight from large datasets.
- Experience with building and maintaining data pipelines and managing data in cloud-based platforms such as Snowflake.
- Proficiency using business intelligence tools to develop dashboards and reports that distill complex information into clear narratives that are targeted to the communication needs of a given audience.
- Expertise in organized electricity markets including evolving market design, regulatory trends, emerging technologies, and stakeholder dynamics to support planning and organizational positioning. Absent this experience, a demonstrated ability to take a proactive approach to learning new, complex subject matter.

Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.
Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.
Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
