Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is open to the public and is being held to establish an Open eligible list to fill current and future Geographic Information System (GIS) Analyst vacancies. The eligible list established from this recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE DEPARTMENT
OC Waste & Recycling (OCWR) serves the County’s solid waste disposal needs through resource recovery, operating public landfills, protecting the local environment, investing in renewable energy enterprises and promoting recycling to ensure a safe and healthy community for current and future generations. The department manages one of the nation's premier solid waste disposal systems and three composting greenery sites, all serving residents and businesses in the County’s 34 cities and its unincorporated areas. OCWR’s three active landfills reflect environmental engineering at its best.

THE OPPORTUNITY
OCWR’s Renewable Energy, Technology and Engineering Planning (RETEP) unit is seeking a Geographic Information System (GIS) Analyst. The GIS Analyst will support the development and maintenance of an ArcGIS database of infrastructure (Facility Atlas), including data collection, creation of As-Built drawings, and development of user training programs. The position will also provide limited AutoCAD support to produce landfill-related drawings such as cell development and sequencing plans, single line diagrams and P&ID’s.

In addition, the GIS Analyst will assist internal and external customers with the development, management, and analysis of GIS data. Responsibilities include designing, compiling, analyzing and preparing geographic data; evaluating and integrating data from multiple sources into GIS base maps; and presenting the results of geographic analysis to users. Duties also include leading the development of Facility Atlas procedures and supporting mobile data collection initiatives.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will possess a bachelor’s degree in Geographic Information Systems or a closely related field, such as Computer Science or Information Systems, and five (5) years of progressively responsible experience in operation, maintenance, and implementation of automated mapping, design engineering, and/or information systems that demonstrate the required knowledge, skills, and abilities identified in the job specification.

In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:

REQUIRED LICENSE
Possession of a valid California Driver's License, Class C or higher, by date of appointment and while employed in the assignment.

Note: A college-level Geographic Information Systems certificate or associate's degree from an accredited college or technical school in Geographic Information Systems, GIScience, Geography, Geomatics, Cartography or related field requiring at least 20 semester units of coursework may be substituted for one year of experience. A bachelor’s degree in any of the above fields may be substituted for two years of experience. A master’s degree in any of the above fields may substitute for three years of experience.

Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.).

RECRUITMENT PROCESS

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
