Description
Overview Under the supervision of the Program Manager for Public Health Emergency Preparedness (PHEP), this position is responsible for the development, implementation, evaluation, and exercising of a written public health AH-hazards Emergency Response Plan and Medical Countermeasures Plan. The incumbent is responsible for the development of emergency plans related to mass prophylaxis through coordination and Memorandums of Understanding (MOU) with community partners. This position supervises, maintains and promotes the MRC to the community.
Responsibilities • Develops and maintains the public health preparedness plans, Annex H under the city and county emergency management plans and measuring progress for the Medical Countermeasures procedures
• Creates plans that address bioterrorism, infectious disease, and natural disasters (an all-hazards approach)
• Implements exercises, creating informative media for the public as needed, providing presentations, extensive documentation and participating in required training
• Participates in required training directly related to job responsibilities
• Provides or coordinates various levels of training to health department staff and community partners related to goals of the program
• Maintains inventory management and maintenance of Emergency equipment and assets
• Coordinates with community partners through MOUs to implement mass prophylaxis or medical countermeasures plans in exercises/drills or actual emergency events/disasters
• Activates MRC volunteers to participate in drills and other skill building exercises
• Recruit's volunteers to assist public health response efforts during disasters
• Assembles databases and other information for analysis of health problems
• Performs epidemiological and statistical analyses on data and prepares results for review as needed
• Maintains database of volunteers including credentials, abilities and interests
• Produces routine statistical summary reports and special reports as needed
• Develops volunteer opportunities and collaborates with community organizations and MRC programs
Position Type and Typical Hours of Work • Exempt-Full-Time-Monday- Friday 8:00am-5:00pm
• Must be available to work additional hours as needed
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications • Bachelor's Degree (BA/BS)
• Two (2) years of experience
Licenses and Certifications Required• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring
Required within six (6) months of hire • CPR/First Aid certification
• ICS 100,200,300,400, 700 and 800

Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
