The City of Fort Worth Water Department is seeking an experienced
Regulatory/Environmental Administrator to play a key leadership role in shaping the future of water quality, regulatory compliance, and environmental stewardship for a growing community. As part of the Strategic Operations Division and reporting to the Assistant Water Director, this position serves as a critical link between policy, regulation, and day-to-day operational excellence.
In this role, you will lead environmental regulatory and legislative efforts, ensure compliance with evolving federal and state requirements, and direct the operations of the Environmental Central Laboratory. The Administrator leads the largest team within Strategic Operations, overseeing both the Regulatory and Central Laboratory groups with a combined staff of 40 employees and two direct reports.
This role is ideal for a leader who thrives in a complex regulatory environment, brings deep knowledge of environmental compliance and laboratory operations, and is passionate about developing teams, building collaboration, and delivering results that protect public health and the environment.
Minimum Qualifications: - Bachelor's degree from an accredited college or university with major course work in Public Administration, Engineering, Environmental studies, Planning or a related field
- Three (3) years of increasingly responsible experience in environmental legislation and regulation
Preferred Qualifications: - Three (3) to five (5) years of supervisory or people-management experience
- Three (3) to five (5) years of experience working with federal and/or state environmental regulations
- Three (3) to five (5) years of experience in environmental laboratory testing or oversight
The Regulatory/Environmental Administrator job responsibilities include: - Lead and evaluate regulatory oversight activities, building strong partnerships with federal and state agencies, consultants, public water systems, and advisory committees to advance compliance and shared objectives
- Direct operations of the Environmental Central Laboratory, ensuring accreditation standards, quality systems, and regulatory requirements are consistently met
- Translate complex environmental regulations into practical, actionable strategies that support water utility operations
- Oversee and coordinate environmental legislative activities that influence the Water Department's policies, programs, and long-term planning
- Direct the preparation and submission of regulatory documentation to ensure timely, accurate, and defensible compliance
- Manage and monitor divisional budgets, aligning resources with regulatory priorities and organizational goals
- Proactively assess new and emerging regulatory requirements and develop strategic responses to maintain compliance and operational continuity
- Represent the Water Department in discussions and negotiations related to federal, state, and regional programs
- Apply operational knowledge to support informed decision-making across regulatory and laboratory programs
