Job Description:

Purpose:

This position performs work under minimal supervision and provides leadership and advanced technical expertise for multiple safety program elements.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

• Manages aspects of safety and industrial hygiene program in organization to recognize, eliminate, and control occupational health hazards and diseases.
  
• Assesses work place for health hazards by observing work conditions, assessing records, conducting interviews, sampling, and monitoring chemical or physical agents.
  
• Consults with various management, environmental engineers, employee representatives, and other agencies regarding safety and industrial hygiene problems and to institute control and remedial measures for hazardous and potentially hazardous conditions and equipment.
  
• Participates in educational meetings to instruct employees in matters pertaining to organizational health and prevention of accidents.
  
• Determines appropriate monitoring and sampling strategies, if indicated, and conducts these activities, as necessary.
  
• Review, coordinate and/or perform, as necessary, environmental assessments on proposed capital projects, systems, or organizational design changes.
  
• Coordinates inspections, investigations, and organizational safety activities with department(s).
  
• Prepares accurate and complete technical reports of findings and provides recommendations on how to correct hazardous conditions.
  
• Perform project planning, prioritization, and tracking of technical resources. Develops safety standards in compliance with industry standards, Federal, State, and Local regulations.
  

Responsibilities - Supervisor and/or Leadership Exercised:

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

• Knowledge of Federal, State, and Local laws and ordinances governing Occupational Safety.
  
• Knowledge of City practice, policy, and procedures.
  
• Knowledge of methods, procedures, and techniques used in collecting and testing samples such as dusts, mists, fumes, vapors, noise, non-ionizing radiation, cold, and heat stress and biological agents.
  
• Knowledge of toxicological effects of occupational hazards.
  
• Skill in analyzing and evaluating a wide variety of technical data, test results, reports, and plans.
  
• Knowledge of safety policies and procedures.
  
• Skill in the operation and maintenance of a variety of monitoring and testing equipment.
  
• Skill in handling conflict and uncertain situations.
  
• Skill in handling multiple tasks and prioritizing.
  
• Skill in using computers and related software applications.
  
• Skill in data analysis and problem solving.
  
• Skill in both verbal and written communication.
  
• Ability to establish and maintain effective communication and working relationships with City employees and the public.
  
• Ability to work with frequent interruptions and changes in priorities.
  
• Ability to present oral presentations and train others.
  

Minimum Qualifications:

• Graduation with a bachelor's degree from an accredited four-year college or university with major coursework in Industrial Hygiene, Safety, any physical or life sciences or related field, plus six (6) years of related experience including at least two (2) years in a lead/supervisory capacity.
  
• A master's degree in industrial Hygiene, Safety or a related field may substitute for up to two (2) years of experience.
  

Licenses and Certifications Required:

Valid Texas Driver's License

Preferred Qualifications:

• Working knowledge of health and safety regulations as they pertain to the energy industry including fossil fuel generation, chilled water operations, high voltage transmission, and distribution industries. Specifically, OSHA 1926, OSHA 1910.269, NESC, NFPA 70E, and IEEE Guide of Maintenance Methods on Energized Lines.
  
• Experience in investigation and root cause analysis determination of safety and health incidents and generation of detailed investigation reports.
  
• Experience with incident management system and supporting electric utility storm restoration
  
• Experience implementing &/or managing industrial safety and health programs in a power generation, transmission, and distribution utility environment.
  
• Experience managing goals and setting timelines for multiple employees who work in field situations &/or various geographical locations.
  
• Professional certification(s): CSP, ASP, or CUSP or the ability to obtain within 6 months of employment.
  
• FEMA certified in ICS100, ICS200, ICS300, ICS700, & ICS800 or the ability to obtain within 6 months of employment.
  

Notes to Candidate:

This position exists to lead a team of Occupational Health & Safety (OH&S) professionals in OH&S compliance, hazard identification and mitigation, incident response & investigation, root cause analysis, and promoting an overall safety-minded culture. The team this person will lead provides 24hr safety support to AE employees, supports mutual aid deployments and incident command activation.

The person in this position is a self-directed, experienced subject matter expert and is responsible for planning, resourcing, supervising and executing functions to educate and support AE employees in power generation, transmission, and distribution safety.

This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.

Work Hours: Monday through Friday 7:00 a.m. to 4:00 p.m.

May work evenings, weekends or holiday to support the 24-hour Utility operations.

Salary: $91,080 (Min) to $117,000 (mid)
