Position Description

The City of Fresno Department of Public Utilities is currently recruiting for an Instrumentation Specialist position. Under general supervision, incumbents are responsible for performing a variety of specialized and skilled duties involving the installation, alteration, repair, and calibration of water/wastewater-related instrumentation. The ideal candidate should have expertise in repairing Programmable Logic Controllers (PLCs) and experience with flow, level, temperature, and pressure measurement devices, all essential for process control. Additionally, strong communication skills are preferred, as the candidate will be responsible for preparing accurate written reports on completed assignments.

Duties may include but are not limited to the following:

Documents procedures and readings of process control instrumentation and related equipment such as recording calibration data, or sketching schematics of previously or newly installed pneumatic and/or electronic metering or control loops.

Trouble shoots, calibrates, and repairs process control instrumentation and related equipment, i.e. pressure and temperature gauges, pressure switches, differential pressure transmitters, magnetic flow meters, etc.

Conducts periodic preventive maintenance inspections of all process control instruments, diagnosing existing or potential trouble; cleans, lubricates, calibrates, and adjusts as conditions indicate.

Lays out, installs, aligns, and places into service new metering and recording devices, calibrating as required; may extend or connect related electrical circuits, i.e., 4 - 20 mA.

Installs telemetry equipment and systems for process areas which include uploading, downloading, and validating instrument parameters.

Research and verify proper technologies, equipment, and replacement parts. Contacts vendors to obtain pricing quotes.

Utilizes gas monitoring equipment for confined space entry, maintains permanent safety sensors, gas sensors, and troubleshoots as needed.

Reads and interprets wiring diagrams, mechanical drawings, manuals and specifications before and while installing or performing major repair work.

Makes recommendations for improvements to instrumentation systems.

Configures process and instrumentation diagrams, control loop parameters and discrete logic for programmable logic controllers and distributed control systems.

City equipment safely operates including bucket truck, aerial work platforms; performs pre/post work inspections; identifies any damage or defects in the equipment and reports to the appropriate personnel.

Documents and draws circuits as installed. Performs related duties as required.

The current vacancy is in the Department of Public Utilities, Water Systems Division. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months.

Pay,Benefits, & Work Schedule

UNIT 1 Classification - International Union of Operating Engineers, Stationary Engineers- IUOE (Local 39)

HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings.
VACATION LEAVE: Accrue 8-15 hours per month.
SICK LEAVE: Eight (8) hours per month, available after 90 days.
SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
SHORT TERM DISABILITY: Provided through California SDI program.
BILINGUAL PREMIUM: PAY: $100 per month
HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax free.
RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other public California systems. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

The Requirements

Education:
Possession of a High School Diploma or equivalent GED completion.

Experience:
Two (2) years of experience in the application of pneumatic and electronic technical skills installing and/or maintaining process control instrumentation.

An Instrumentation Technician may be promoted to Instrumentation Specialist after one (1) year of experience and upon the recommendation of the appointing authority.

Additional Requirements

This position requires the possession of a valid drivers license. Candidates considered for hire must provide proof of a valid drivers license and current copy of their driving record.
Depending on assignment, must obtain and maintain throughout the entire term of employment in the classification, a valid Water Distribution Operator Certificate, Grade D2, issued by the State of
California, State Water Control Resources Board, within 12 months of appointment.

Eligibles certified for consideration for this position will be required to successfully pass a Department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.

Selection Process

The examination process may consist of the following:
APPLICATION REVIEW - Qualifying Only: Application materials submitted online will be reviewed and a limited number of the most qualified candidates will be invited to appear before the Panel Interview Board. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable training, experience and education. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.

ORAL EXAMINATION - 100%: A panel of subject matter experts may conduct a job-related panel interview to evaluate a candidate's training, experience, and personal traits for the position. Candidates must achieve a passing score on the Panel Interview to qualify for the eligible list.

Veteran Preference Regulations

Qualified veterans who pass the examination may obtain five (5) additional points.
