Description

Overview

The Capital Procurement Specialist serves as the primary procurement officer in support of the City's Capital Improvement Program (CIP) to obtain construction, professional and consulting services through Requests for Qualifications (RFQ), Requests for Proposals (RFP), Request for Bids (RFB) and other alternative construction delivery methods.

Responsibilities

• Prepares RFQ, RFP and RFB solicitations for construction, professional and consulting services

• Conduct document review and coordinate advertisement complex, high profile procurements

• Serves as Point-of-Contact for solicitation communications and receiving of proposals and bids

• Applies and interprets contracting principles, practices, theories, laws, procedures, and terminology in accordance with City procurement policies and Local, State and Federal Statues

• Coordinates, and facilitates CIP pre-submittal meetings, bid openings, selection committee meetings and consultant interviews

• Prepares and verifies bid tabulations for CIP projects

• Conducts reference checks and reviews each bidder/proposers Statement of Experience to ensure compliance

• Prepares and processes the necessary documents required for proper execution of new contracts, renewals, and complex construction change orders throughout the contract lifestyle

• Request and review bonds and insurance requirements for CIP contracts

• Functions as a facilitator in the selection of consulting and professional services

• Utilizes CIVCAST, a solicitation and contracting website, for posting and updating specified project solicitations, award ad related information

• Utilizes e-Builder, a contracting and project management system software, to manage solicitations and contract execution

• Prepares reports, presentations and debriefings as necessary for project shareholders

• Facilitates balancing of contract funds and balances

• Enters add/ del of lines and increases to ledger lines to allow for contractual changes

• May be asked to perform other duties as assigned

Position Type and Typical Hours of Work

• Exempt - Full-Time

• Non rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed

• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

Minimum Qualifications

• Bachelor's Degree (BA/ BS)

• Three (3) years of experience

Licenses and Certifications

Required

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Required within one (1) year of hire

• Certified Texas Contract Developer

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
