The Position and Opportunity
Under general direction, provides a broad scope of analytical, technical, and professional-level support for the County Executive Office Human Resources and Labor Relations Divisions. The position is tasked with creating mechanisms to capture a broad variety of data, developing systems to easily utilize the data for continuous process improvement, and making recommendations to enhance the capabilities of the office to rely upon data-driven decision making.

This role requires the ability to translate complex data into clear, digestible insights and present information in a way that supports sound decision making by executive leadership and operational partners. Strong collaboration skills are essential, as the successful candidate will work closely with diverse stakeholders to achieve measurable results.

The Ideal Candidate
We are seeking a technical expert and trusted internal consultant who demonstrates a strong understanding of the systems and tools necessary to capture, analyze, and interpret complex data. This individual will proactively anticipate next steps and evolving business needs across departments and agencies, positioning themselves as a strategic partner rather than a transactional resource. The ideal candidate is forward-thinking, solutions-oriented, and able to identify alternative approaches that drive efficiency and strengthen processes. We are particularly interested in candidates with a background in classification and compensation studies, including experience conducting market analyses, job evaluations, and organizational assessments.

PAYROLL TITLE: Personnel Analyst I/II

APPROXIMATE SALARIES:
Personnel Analyst I: $3,303.16 - $4,624.88 Biweekly
Personnel Analyst II: $3,781.65 - $5,294.83 Biweekly

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Personnel Analyst I/II are Management classifications and are not eligible for overtime compensation.

The eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent and Extra Help vacancies for this position or similar positions only. There is currently one (1) Regular vacancy.

TENTATIVE SCHEDULE

Education/Experience:

Some (I) to Considerable (II) experience in professional-level human resources data management which has led to the acquisition of the required knowledge, skills, abilities, and competencies. An example of a qualifying education and experience is:

Human Resources Data Analyst I: Possession of a bachelor's degree in HR, Public Administration, Business Administration, Information Technology, or a related field AND one (1) year of professional-level human resources experience which includes experience managing projects related to data analysis and reporting.

Human Resources Data Analyst II: Possession of a bachelor's degree in HR, Public Administration, Business Administration, Information Technology, or a related field AND three (3) years of professional-level human resources experience which includes experience managing projects related to data analysis and reporting.

SUPPLEMENTAL QUESTIONNAIRE - qualifying: All applicants are required to complete and submit the questionnaire for this examination at the time of filing. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position. Failure to complete and submit the questionnaire will result in the application being removed from consideration.

TRAINING and EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.

ORAL EXAMINATION/PRACTICAL EXAMINATION - 100%: A job-related examination will be conducted to evaluate and compare participating applicants' knowledge, skills, abilities, and competencies in relation to those factors which a job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: The oral examination/practical may be consolidated into one process or expanded into two separate exam components contingent upon the size and quality of the candidate pool.

NOTE: The selection process will likely consist of an Oral/Practical Exam, which may be preceded by or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified during a job analysis as needed at the time of hire for successful job performance. For this reason, it is recommended that your application clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions be completed with care and diligence.

If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
