About the DepartmentThe Finance Department is currently seeking to fill one (1) part-time Analyst I/II vacancy in the Accounting Division. If you are interested in this position.
The mission of the Finance Department is to manage, protect, and report on City of San José financial resources to enhance the City’s financial condition for residents, businesses, and investors.
The Finance Department has five core divisions:
- Accounting
- Administration
- Debt & Treasury Management
- Purchasing & Risk Management
- Revenue Management
The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City’s Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $27.4 million operating budget and 128 budgeted full-time equivalent (FTE) positions.
Position DutiesThe grant funded temporary overstrength Analyst I/II plays a critical role in supporting the City's financial reporting and reimbursement processes. The responsibilities include ensuring that financial reports and reimbursement requests are submitted promptly and efficiently, with all required documentation properly collected and maintained for audit readiness. The duties of the overstrength Analyst include, but are not limited to, the following:
- Work closely with department contacts to ensure their timely and appropriate preparation of grant reimbursement documents.
- Review monthly financial analysis prepared by departments for grant reimbursement including:
- Reconciling and maintaining subrecipient invoices and General Ledger
- Performing payroll analysis such as reconciling subrecipient timecards with Labor Distribution report, and tracking the 50% minimum wage requirement
- Performing bank reconciliations for banking transactions and financial statements
- Submit reimbursement request to the State and work with departments to answer any questions the State may have regarding these requests.
- Serve as the audit lead over subrecipients and maintain all financial records required for audit performance.
- Other Analyst duties, as needed.
This grant funded temporary (Overstrength) position is 19 hours a week and is anticipated to be funded through December 31, 2026, subject to further extension as appropriate. If this position is not extended through the budget process, the city may seek to place you in other internal job opportunities based on your previous work experience.

Hourly Rate:Analyst I: $44.71-54.34 Hourly
Analyst II: $48.78-59.29 Hourly
The hourly rate above includes a five percent (5%) ongoing non-pensionable compensation pay.
Minimum Qualifications Education and Experience Analyst IA Bachelor's Degree from an accredited college or university.
Analyst IIA Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.
Acceptable Substitution Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.
