An Administrative Services Manager (ASM) job is available with the City of Fort Worth Police Department Fiscal Command. This position provides fiscal guidance and recommendations to the Assistant Police Director and department's executive team. The ASM manages the teams responsible for budget development/management, procurement/contracts, and asset management. The budget team facilitates all budgetary aspects of the Police Department, which includes both General Fund and CCPD in excess of $450 million and 150+ unit budgets. Oversee the department's Capital Improvement Plan and annual asset inventory. The contracts and procurement functions include 6 staff members which facilitate the issuing of contracts and purchase orders with outside vendors on behalf of the department. The department's asset management functions are also included in this team. This position is primarily in-person with some telework.
Minimum Qualifications: - Master's Degree from an accredited college or university with course work in Business Management, Public Administration, Business Administration, Human Resources or related field.
- Two (2) years of increasingly responsible and complex administrative, fiscal, personnel and management experience
- One(1) year in a supervisory capacity
- Must pass a Drug Screen, Polygraph Exam and must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check
Preferred Qualifications: - Experience working in municipal government and/or law enforcement
- Advanced knowledge of ERP and/or Questica software
- Five (5) years of supervisory experience
- Four (4) years of budget development and management experience
- Three (3) years of procurement and contract management experience
The Administrative Services Manager job responsibilities include: - Manage the budget, procurement & contracts, and asset management teams (totaling 16 APs and 4 Managers); develop work plan and monitor workflow; review and approve staff work product; conduct performance appraisals; ensure staff are trained; make hiring, termination and disciplinary decisions or recommendations
- Participate in development and administration of budget; approves forecast of funds; conduct budget preparation/review meetings; monitor expenditures; approve revenue projections; implement budgetary adjustments
- Provide complex staff guidance to Executive Team; participate on a variety of committees; prepare and present staff reports; participate in development and implementation of departmental goals, objectives and performance measures
- Analyze past and present financial operations, expenditure trends and revenue estimates for the preparation of budgets; monitor departmental expenditures to ensure compliance with approved appropriations; work with units to resolve budget concerns; initiate budget adjustments and journal entries to resolve budget issues
- Represent the department to other departments including Planning and Data Analytics, Financial Management Services, Legal and City Manager's Office; coordinate department activities with other departments and outside agencies and organizations
- Coordinate internal trainings; facilitate implementation of new systems through employee involvement in change process; continuously monitor efficiency and effectiveness of fiscal service delivery
- Coordinates Crime Control and Prevention District (CCPD) Board of Directors meetings; presents information to the CCPD Board; prepares quarterly reports
- Participate in a wide variety of analytical research and special projects as assigned by Assistant Director and/or other command staff members
Physical Demands and Working Conditions Sedentary Work - Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met

Criminal Justice Information Systems (CJIS) Background Check Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class
