Description
Job SummaryThis position will be shared between the County Administration Office and County Counsel Office.
DEFINITION FTS I
Under general supervision, to learn and perform a variety of special account, statistical, document processing, and technical record keeping and support work; to learn policies and requirements and review fiscal records, applications, or specialized documents and information, assisting the public and/or other County staff with the accuracy and completeness of the information; to assist others with the understanding of department/work unit procedures and requirements; to provide a variety of information about department/work unit services and functions; to perform a variety of technical and office support work; and to do related work as required.
FTS II
Under general supervision, to perform a variety of special account, statistical, document processing, and technical record keeping and support work; to review fiscal records, applications, or specialized documents and information, assisting the public and/or other County staff with the accuracy and completeness of the information; to assist others with the understanding of department/work unit procedures and requirements; to provide a variety of information about department/work unit services and functions; to perform a variety of technical and office support work; and to do related work as required.
FTS III
Under general supervision, to perform a variety of the more complex, specialized account, statistical, document processing, and technical record keeping and support work; to review fiscal records, applications, or specialized documents and information, assisting the public and/or other County staff with the accuracy and completeness of the information; to assist others with the understanding of department/work unit procedures and requirements; to provide a variety of information about department/work unit services and functions; to perform a variety of advanced technical and office support work; and to do related work as required.
FTS IV
Under general supervision, to perform a variety of the most complex, specialized account, statistical, document processing, and technical record keeping and support work; to serve as primary program support for a major program area, such as employee benefits, collections, coroner functions, recorder, assessor, special districts customer support, child support, information technology, countywide human resources, etc.; to review fiscal records, applications, or specialized documents and information, assisting the public and/or other County staff with the accuracy and completeness of the information; to assist others with the understanding of assigned program and department/work unit procedures and requirements; to provide a variety of information about department/work unit services and functions; to perform a variety of advanced technical and office support work; and to do related work as required.
DISTINGUISHING CHARACTERISTICS FTS I
This is the entry and first working level in the Fiscal and Technical Specialist class series. Incumbents learn and perform a variety of specialized financial, statistical, and document processing work requiring substantial knowledge of the policies, procedures, and special requirements of the department or work area to which they are assigned. Incumbents may be assigned to a specific work area as dictated by the needs of the County, or a County department. This class is distinguished from Fiscal and Technical Specialist II by the fact many of the assignments performed by I’s are performed in a learning capacity, while more complete familiarity with a department’s policies, procedures, regulations, and document processing requirements is developed. Fiscal and Technical Specialist II’s are expected to perform a broader range of work assignments on a more independent basis.
FTS II
This is the second and fully experienced working level in the Fiscal and Technical Specialist class series. Incumbents perform a variety of specialized financial, statistical, and document processing work requiring substantial knowledge of the policies, procedures, and special requirements of the department or work area to which they are assigned. Incumbents may be assigned to a specific work area as dictated by the needs of the County, or a County department. This class is distinguished from Fiscal and Technical Specialist I by the fact many of the assignments performed by I’s are performed in a learning capacity, while more complete familiarity with a department’s policies, procedures, regulations, and document processing requirements is developed. This class is distinguished from Fiscal and Technical Specialist III by fact that Fiscal and Technical Specialist III is the advanced journey level with incumbents expected to have comprehensive knowledge of a specialized assignment area and also have the capability to perform work assignments in a variety of functions and areas of the department or work unit where assigned, as needed.
FTS III
This is the third and advanced journey working level in the Fiscal and Technical Specialist class series. Incumbents perform a variety of the more complex, specialized financial, statistical, and document processing work requiring substantial knowledge of the policies, procedures, and special requirements of the department or work area to which they are assigned. Incumbents may be assigned to a specific work area as dictated by the needs of the County, or a County department. They are also expected to have the knowledge and capability to perform assignments and provide assistance outside of the specialized work areas. This class is distinguished from Fiscal and Technical Specialist II by the fact that Fiscal and Technical Specialist III is the advanced journey level with incumbents expected to have comprehensive knowledge of a specialized assignment area and also have the capability to perform work assignments in a variety of functions and areas of the department or work unit where assigned, as needed. Fiscal and Technical Specialist II’s are not expected to have the breadth and scope of assignments or the degree of comprehensive knowledge expected of Fiscal and Technical Specialist III. This class is distinguished Fiscal and Technical Services IV by the fact the IV level is limited to very few positions which have relatively independent responsibility for a major portion of a department’s accounting system, countywide benefits, countywide human resources support, information technology technical support, or providing substantial lead work or work coordination for at least 2 other staff.
FTS IV
This is the highest in the Fiscal and Technical Specialist class series. Incumbents perform a variety of the most complex, specialized financial, statistical, and document processing work requiring substantial knowledge of the policies, procedures, and special requirements of the department or work area to which they are assigned. Incumbents are normally assigned primary program, fiscal, and technical support assignments for a defined area such as employee benefits, collections, coroner functions, recorder support, child support, assessor support, special districts customer support, information technology, countywide human resources etc. They may also be assigned lead work and work coordination responsibilities. Incumbents are expected to have the knowledge and capability to perform assignments and provide assistance outside of their specialized work area. This class is distinguished from Fiscal and Technical Specialist III by the level and degree of special program support work and the possible assignment of lead worker and work coordination responsibilities. Only a few, highly specialized positions in the County will be allocated to this level.
REPORTS TO A variety of County supervisory or management positions, depending upon the department or program area where assigned.
CLASSIFICATIONS SUPERVISED FTS I-FTS III: This is not a supervisory classification.
FTS IV: May be assigned lead work and work coordination responsibilities for Fiscal and Technical Specialists and support staff.

FTS II

Has responsibility for providing primary support for a specialized County program or service area such as employee benefits, collections, coroner functions, recorder support, assessor support, special districts customer support, information technology, etc.; performs a variety of the most complex fiscal and technical support and record keeping work, developing and maintaining financial and specialized program records; provides the more in-depth specialized public and/or assistance to other County staff regarding an assigned specialty area; may provide lead work and work coordination for assigned Fiscal and Technical Specialists and other support staff; updates and maintains records and information in computerized systems and databases; maintains a variety of statistical or other specialized records, posting and updating information to keep records current and accurate; may verify purchase orders and purchasing information; may maintain work and time records; may balance cash received, verify receipts, and prepare deposits; may assist with the development and control of budget information; may assist with payroll functions, including serving as primary back-up for the countywide payroll function; may be assigned as primary support position for the countywide human resources function, performing a variety of assignments on an independent basis; reconciles information problems and ensures the accuracy of a variety of records; may have responsibility for subsidiary ledgers; provides requisite data to other government agencies, as delegated; may review referrals to department programs and processes per State requirements; updates and maintains computerized records and generates reports; uses spreadsheets and other special computer software; performs special assignments related to the department, unit, and special program/service area where assigned; operates office equipment.

FTS I
One (1) year of previous work experience in performing office, financial, or statistical support work.
FTS II
One (1) year of work experience in performing financial, statistical, assessment roll, treasury support, tax collection support, or document processing and recording work at a level comparable to Fiscal and Technical Specialist I with Mono County.
FTS III
Two (2) years of work experience in performing financial, statistical, assessment roll, treasury support, tax collection support, child support, or document processing and recording work at a level comparable to Fiscal and Technical Specialist II with Mono County.
FTS IV
Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Two (2) years of work experience in performing financial, statistical, assessment roll, treasury support, tax collection support, child support, benefits, collections, information technology, or document processing and recording work at a level comparable to Fiscal and Technical Specialist III with Mono County.

Pay Periods and Payroll DeductionsCounty employees are paid on a bi-weekly basis, which consists of 26 pay periods per year. Payroll deductions including medical and most voluntary deductions will occur on a semi-monthly basis or 2 times per month. Retirement contributions will always be deducted on all 26 pay periods.
Medical Mono County Contracts with CalPERSTo provide health insurance for its employees and currently offers several Preferred Provider (PPO) Plans which are administered by Anthem Blue Cross. Employees have the option to choose from PERS Gold, PERS Platinum, and PORAC. The PORAC Plan is currently only available to members of the Safety group employee's. Medical plan costs vary based on the plan and coverage you select. The employee and the County share the cost of the plan, which is deducted on a pre-tax basis. The employee’s cost is in accordance with the applicable Memorandum of Understanding with each bargaining group. Dental Mono CountyOffers a self-insured dental plan administered by Ameritas.
Dental premium coverage is provided to eligible Mono County employees at 100% employer paid.
VisionVision Service Plan is our Vision Insurance provider. Our plan is VSP Signature. Benefits include:
- well/vision exam every 12 months, carries a $10 copay.
- $160 allowance for frames and 20% off amount over allowance.
- $180 allowance for contacts and contact lens exam and 15% off contact lens fitting and evaluation. Currently Vision coverage is provided to eligible Mono County employees at 100% employer paid.
Basic Life InsuranceAdministered by Madison Life, Mono County Employees are entitled to Life Insurance and Accidental Death and Dismemberment.
Mono County also offers coverage to employee’s spouse and dependents. Life Insurance is administered by Voya Insurance.
- Coverage for General Employees is $5,000.00
- At-Will/Elected Employees/Paramedic Coverage is $50,000.00
- Coverage for Employee’s Spouse is $1,000.00
- Coverage for Employee’s Children is also $1,000.00
- Coverage for Employee’s Children under six months is $100.00
Currently Basic Life coverage is provided to eligible Mono County employees at 100% employer paid.
Supplemental Life Insurance - Administered by Colonial Life.
Employees have the option of enrolling in a Supplemental Life insurance policy for themselves, their spouse and any dependent children. This policy is purchased by the employee with rates based on the age group at the time of enrollment.
Supplemental life insurance coverage can be enrolled in the first 31 days of employment without proof of good health, after 31 days proof of good health is required. Amounts available are as follows:
- For Employee up to $150,000 (guaranteed issue) or up to $500,000 with proof of good health
- For Spouse up to $50,000.00 and for the Employee’s Children for $10,000.00.
Flexible Spending Accounts and Optional Insurances Provided by AmeriFLEX Flexible Spending Accounts for medical reimbursement and dependent care are available through a Section 125 account administered by AmeriFLEX . These accounts allow you to contribute pre-tax dollars to help pay for eligible medical and dependent care expenses.
Mono County Deferred Compensation 457/401(a) Plan The County provides deferred compensation plan through Internal Revenue Code Section 401(a) Employees have the option to sign up for the 457-deferred compensation plan and contribute up to the maximum amount allowed by the IRS. If the employee contributes a total of 1-5% of their pre-tax salary, the County will match those contributions up to a maximum of 5% into a 401 (a) plan under the employee’s name. The employee may direct the investment of all contributions in accordance with the options or limitation provided by the 401(a) Plan.
CalPERS Retirement Benefits and ContributionsMono County contracts with CalPERS for your retirement plan. Your retirement plan is a defined benefit plan determined by a set formula which uses your years of service, age at retirement, and highest one or three years of service. The Plan is funded by contributions from the employee, the County and investments from plan assets.
Mono County has a Local Miscellaneous group and a Local Safety group.Your benefit formula will fall within one of these two groups
Most new members will fall within the new Pension Reform Formulas of 2 @ 62 for Miscellaneous & 2.7 @ 57 for all Safety Group. However, if you do have prior membership you may be eligible for the formulas that were in place on December 31st 2012, before Pension reform went into place. Our pre-pension reform formulas are:
Local Miscellaneous Group = 2.5% @ 55
Local Safety - Sheriff = 3% @ 55
Local Safety - Fire = 2% @ 50
Local Safety - County Peace Officer = 3% @ 50

For employees living or working in Bridgeport, there is a County maintained facility in the Bridgeport Memorial Hall that employees have access to for a small one-time fee of $10.00
SICK & VACATIONSick - (Unless an applicable collective bargaining agreement provides otherwise)
Eligible employees will accrue sick leave at the rate of 12 sick days per year. Permanent part-time employees accrue sick leave on a prorated basis.
Vacation- (Unless an applicable collective bargaining agreement provides otherwise)
Eligible employees shall be entitled to accrue vacation leave with pay for each year of full-time service as follows:
Initial employment ----------------------------------10 days vacation per year
After three years of continuous service------15 days vacation per year
After ten years of continuous service--------17 days vacation per year
After fifteen years of continuous service---19 days vacation per year
After twenty years of continuous service--20 days vacation per year
