Current AssignmentBART’s Procurement Department is seeking a Senior Manager of Agreements Management to oversee complex service agreements and ensure compliance with federal procurement policies (Federal Acquisition regulations); developing metrics for process improvement; and be responsible for ensuring the development of scope, schedule, and budget for each agreement and utilize this data throughout to ensure effective management of District agreements.
This incumbent will serve as the agreement manager for multiple multi-year consultant agreements totaling more than $4 billion. In this capacity, they will administer the agreements (utilized by Departments throughout the District), ensuring transparency in work placement and the timely development of new professional service agreements, and resolve disputes on existing agreements should they arise.
The Senior Manager of Agreements Management collaborates with the following District departments, Infrastructure & Delivery Office of Civil Rights, Maintenance and Engineering, etc., and outside organizations. This Senior Manager will provide effective leadership and manage 14 staff members and maintain an effective Program Management role in the Architecture & Engineering and Construction Management program with over 60 vendors and a total value of contracts of $ billion.
The most qualified candidates for this position will have highly developed competencies in the following areas, which will be reinforced with related work experience and will be clearly articulated during the selection process: Familiarity with capital project estimating, budgeting, and scheduling Analyzes invoices from public agencies.Risk and risk mitigation.Enterprise financial software is highly desirable.Continuous Process Improvement

Examples of DutiesOversees and assumes leadership and management responsibility for the development and oversight of service agreements, ensuring accuracy and compliance with relevant governing laws in agreement scopes, work plans issued against the agreement, and invoicing.
Manages and participates in the development and implementation of goals, objectives, policies, and priorities in the area of agreement management; recommends and administers policies and procedures.
Liaises with client departments, contractors, and consultants and coordinates with leadership throughout the District to understand their need for on-call services and provide guidance in setting up new agreements and issuing work plans.
Ensures compliance with FTA regulations and requirements.
Oversees the development and maintenance of tracking logs and reports to ensure appropriate vendor tracking.
Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
Selects, trains, motivates, and evaluates personnel; works with employees to correct deficiencies; implements discipline and termination procedures.
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service, and staffing levels.
Attends and participates in professional group meetings; stays abreast of new trends in the contact management field and related policies.
Fields requests and questions from vendors and provides guidance to ensure compliance with federal acquisition regulations, agreement terms, and other applicable governing laws and policies.
Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to policies and procedures as appropriate.
Minimum QualificationsEducationPossession of a bachelor’s degree in Accounting, Business Administration, Public Administration or a closely related field from an accredited college or university.
ExperienceThe equivalent of five (5) years of full-time professional verifiable contract/agreement management or closely related experience, which must have included two (2) years of management-level experience.
SubstitutionAdditional experience as outlined above may be substituted for the education on a year-for-year basis.
