DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS Houston Public Works is seeking an experienced and strategic leader to serve as Deputy Director - Facilities Oversight & Maintenance. This executive-level position is responsible for the strategic and operational oversight of HPW’s facility portfolio (200+ facilities and properties ranging from 1.2 million sq ft to 5,000 sq ft), ensuring all facilities are safe, functional, well-maintained, and that the portfolio meets its financial and operational objectives. This role combines high-level portfolio strategy with hands-on oversight of maintenance contractors across multiple sites and facilities.
The Deputy Director will oversee the daily operations, maintenance, and repair of an assigned portfolio of buildings. The primary objective is to maximize asset value, ensure tenant satisfaction, manage budgets effectively, and guarantee compliance with all safety and regulatory standards through efficient planning and execution of maintenance activities and aligned with the City of Houston’s operational, sustainability, and resilience goals. The Deputy Director must demonstrate agility and a sense of urgency by responding effectively to evolving building facility, security and emergency operational needs to maintain safe and uninterrupted operations.
Key Responsibilities- Strategic Planning: Develop and implement long-term strategic maintenance plans to enhance value and longevity, prepare and manage annual operating and capital improvement budgets, track expenses, and identify cost-saving opportunities across the portfolio.
- Financial Management: Develop andmanage operating and capital budgets related to facilities maintenance, repair and lifecycle replacement.
- Maintenance Operations Oversight: Plan, coordinate, and direct all maintenance and repair activities, which include developing and implementing preventative maintenance (PM) programs and managing corrective and emergency maintenance requests.
- Vendor and Contractor Management: Obtain competitive bids for contracts, negotiate terms and pricing with outside vendors and service providers, oversee their work, and ensure quality of workmanship and compliance with agreements.
- Team Leadership & Supervision: Supervise, train, and mentor on-site maintenance staff across various properties, monitor performance, and foster a culture of safety and continuous improvement.
- Tenant/Stakeholder Relations: Act as a primary point of contact for internal HPW tenants and operational staff regarding maintenance concerns, providing regular reports and ensuring high levels of communication and satisfaction.
Essential Duties- Develop and implement maintenance procedures and safety policies to ensure a safe and efficient working environment.
- Diagnose and resolve complex issues relating to HVAC, electrical, plumbing, structural, and other building systems.
- Manage the entire lifecycle of capital projects from planning and specification to execution.
- Prepare and present monthly reports on building performance, budget adherence, and maintenance status to stakeholders.
- Respond promptly to emergency maintenance requests, which may require on-call availability.
- Stay current on industry enhancements, new technologies, and regulatory changes that may impact the properties.
WORKING CONDITIONS The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Department of Houston Public Works Emergency Management position at the Tier I Level.MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline or the basic knowledge of more than one professional discipline. Knowledge of the discipline would normally be obtained through a formal four-year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
EXPERIENCE REQUIREMENTS More than ten years of experience is required.
A Master's degree may be substituted for two years of experience.
LICENSE REQUIREMENTS Valid driver's license and compliance with the City of Houston driving policy (A.P. 2-2).
PREFERENCESPreference will be given to candidates who possess:
- Master’s degree in a related field.
- Professional certifications such as CFM, PE, or PMP.
- Experience in a large municipal or public-sector environment.
- Five (5) years of senior-level management experience.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** GENERAL INFORMATION SELECTION / SKILLS TESTS REQUIRED Department may administer skills assessment test.
