Behavioral Health Unit Supervisors (BHUS). The Bureau currently has vacancies in the Adult System of Care, Children and Youth System of Care, Adult Justice Involved Services, Juvenile Justice Involved Services, and the Quality Division.
SUMMARY OF POSITION The
Behavioral Health Unit Supervisor (BHUS) provides daily clinical oversight of provision of services provided by a multidisciplinary team which can include Senior Psychiatric Social Workers, Psychiatric Social Workers, Psychologists, Social Worker IIIs and Behavioral Health Aides. Program staff work in close collaboration and partnership with our team of medical providers who are integrated into programs throughout the Bureau. The position entails providing clinical and administrative supervision of the team, monitoring caseloads, sustainability, and timely documentation of services. The Unit Supervisor works collaboratively with the Behavioral Health Services Manager, and other colleagues within the Bureau as well as community-based partners promoting an integrated wellness recovery, client-centered and strength-based service model.
Adult System of Care (ASOC) The Unit Supervisor in the Adult System of Care provides daily clinical oversight and guidance to a multidisciplinary team in an outpatient setting. As the Specialty Mental Health Services (SMHS) provider for the Medi-Cal and Safety Net population, the Adult System of Care serves adults with serious mental illness including those with co-occurring substance use disorder conditions and those who are homeless or at risk of homelessness as well as justice-involved. The overarching goal is to help individuals establish and/or maintain independence, self-sufficiency and recovery in the least restrictive environment possible and enhance overall quality of life. ASOC offers a full range of clinical services to our clients including individual & group counseling/therapy, case management & care coordination, mental health rehabilitation, crisis management, medication management, co-occurring substance use disorder services, supported education and employment services, peer & family support, drop-in center with meals, activities & events, referrals to supported housing, day treatment, crisis residential, full-service partnership (FSP), assertive community treatment (ACT), wellness navigators, tele-health, telephone as well as in-person appointments.
Adult Justice Involved Services This Behavioral Health Unit Supervisor will oversee access to services for Justice Involved Adults in the AB109 program including the provision of services provided by a multidisciplinary team which can include licensed / license eligible clinicians and Social Worker IIIs working in partnership with our medical assistants, nursing, and psychiatry providers. The BHUS will provide administrative and clinical supervision for their assigned direct reports. Adult Justice Involved Services include the Collaborative Court programs (Creating New Choices Mental Health Treatment Court Full-Service Partnership, Drug Court, DUI Court, Veterans Treatment Court, Military Diversion), Mental Health Diversion, Incompetent to Stand Trial (IST) Diversion, AB109, Prop 47, and the new Prop 36 This BHUS will work closely with the Behavioral Health Services Manager and other Unit Supervisors as well as internal and external stakeholders, and justice partners on a regular basis.
Juvenile Justice Involved Services This Behavioral Health Unit Supervisor will oversee the Juvenile Justice Outpatient Programs and the provision of services to youth ages 12-25 who are on Probation or at risk of being placed on Probation, and their families as well as the Juvenile Justice Collaborative Court programs. This unit supervisor will provide administrative and clinical supervision to their assigned direct reports which can include licensed / license eligible clinicians and Social Worker IIIs working in partnership with our medical team. This supervisor will work closely with their Behavioral Health Services Manager and other Unit Supervisors as well as internal and external stakeholders, and justice partners on a regular basis.
Quality Division The Behavioral Health Unit Supervisor in the Quality Division is responsible for overseeing utilization reviews for Specialty Mental Health and Drug Medi-Cal services, managing corrective action plans, and implementing performance improvement projects to enhance client access to and engagement in behavioral health services. The ideal candidate will have a broad interest in mental health, substance use, and co-occurring care, and will collaborate closely with colleagues across the Quality Division and other systems of care to promote high-quality behavioral health services. This unique role also works in partnership with external community partners as a subject matter expert in Medi-Cal rules and regulations. In addition to clinical and administrative responsibilities, the BHUS will work closely with the Services Manager on special projects and investigations and will help shape the implementation of policies and procedures across the system.
Children & Youth System of Care FAST Intensive Services The Unit Supervisor for Family Assessment Support and Treatment (FAST) Intensive Services oversees a continuum of behavioral health programs that include crisis intervention, outpatient services, and intensive in-home treatment for children and families. Services are designed to be trauma-informed, timely, and culturally responsive, with the goal of stabilizing families and improving mental health outcomes. The supervisor is responsible for clinical and administrative oversight, monitoring regulatory compliance, supporting staff development, and facilitating collaboration with county departments and community-based partners to ensure coordinated care and service delivery.
FAST Assessment Services This Unit Supervisor for Family Assessment Support and Treatment (FAST) Assessment Services is responsible for managing assessment and treatment services for families involved in the child welfare system, with a focus on trauma-informed care, family stabilization, and reunification. The role includes oversight of clinical staff providing mental health evaluations, intensive treatment, and care coordination. The supervisor also oversees the county’s Psychological Assessment Team, which completes comprehensive psychological evaluations used for treatment planning across specialty mental health programs. Collaboration with Social Services and community partners is a core component of this unit to ensure services are aligned with client needs and system goals.
Early Childhood Specialty Mental Health Services The Unit Supervisor for Early Childhood Specialty Mental Health Services leads a team providing developmentally appropriate mental health services to children ages 0-5 and their caregivers. Services include assessment, dyadic therapy, caregiver support, and coordination with early education and child welfare systems. The supervisor ensures clinical services are trauma-informed, meet medical necessity criteria, and comply with regulatory requirements. Responsibilities also include administrative oversight, staff supervision, and interagency collaboration to promote early emotional development, caregiver-child relationship strengthening, and long-term mental health stability for young children.
Transition Age Youth (TAY) AVANZA Program The Unit Supervisor for the Transition Age Youth (TAY) AVANZA Program oversees a continuum of behavioral health services for youth and young adults ages 16-25 who are experiencing severe mental illness and co-occurring substance use disorder conditions. The supervisor provides clinical and administrative oversight to multidisciplinary staff delivering outpatient therapy, rehabilitation services, and care coordination. Responsibilities include ensuring regulatory compliance, supporting staff development, monitoring service quality, and collaborating with schools, workforce, housing, probation, and community partners to promote stability, self-sufficiency, and positive long-term outcomes for transition age youth.
Children’s Post Hospital Program The Children’s Post Hospital Program is dedicated to coordinating and delivering services that meet HEDIS performance measures for Follow-Up After Hospitalization for Mental Illness (FUM). The program focuses on timely engagement, continuity of care, and improved outcomes for individuals transitioning from inpatient psychiatric settings to outpatient services. The Behavioral Health Unit Supervisor (BHUS) oversees program operations, ensures compliance with HEDIS standards, coordinates with hospitals and community providers, guides clinical service delivery, and manages contracts related to intensive services. This role promotes strong interagency collaboration and system accountability to support successful post-hospital stabilization and ongoing treatment engagement.

Examples of Duties- Supervises subordinate professional and paraprofessional personnel in a specific behavioral health program providing clinical oversight of provision of services; reviews case records and meets with individual staff members on a regular basis to review assigned cases, progress and problem areas and make recommendations on methods of treatment of patient needs
- May provide direct clinical work in the treatment of patients within the specific program
- Coordinates the program with related community human services agencies and treatment facilities as assigned; provides consultation services to the community and related agencies as assigned
- Supervises a specific behavioral health program to rehabilitate or maintain mentally and emotionally disturbed individuals; coordinates provision of services with other program elements; participates in developing procedures manuals and instructional material to assist in developing program goals; assists management in evaluating program needs and developing an effective program
- Supervises the activities of assigned staff evaluators and confers with staff on a regular basis, recommends disciplinary action
- Plans and conducts unit meetings
- Maintains records; prepares reports and correspondence regarding the program
- May meet with community organizations, private individuals, agency administrators and professional staff of mental health facilities to gain cooperation in achieving program goals as assigned.

Behavioral Health Unit Supervisor THE SUCCESSFUL CANDIDATE Will have a proven track record demonstrating the following knowledge, skills and abilities:
Thorough Knowledge of:- Methods and techniques of individual, family, group counseling, case management and social rehabilitation
- Community resources available for assistance to individuals suffering from mental and/or emotional problems
- Principles and techniques of diagnosis, treatment and rehabilitation of persons with mental or emotional disorders
- Laws governing behavioral health services in the state of California for a specific treatment service
Working Knowledge of:- Cultural habits of ethnic groups
- Community organizations and lines of communication in a specific treatment area
- Principles of training and supervision of subordinate staff
- Safety requirements regarding the operation of a specific behavioral health program
Skill and Ability to:- Effectively counsel patients and conduct individual, family and group therapy or to provide case management or social rehabilitation service
- Supervise and participate in a specialized behavioral health program
- Train, assign and supervise the work of a small staff with varied educational and experience backgrounds
- Speak and write effectively, including preparation of clear and concise records and reports
- Establish effective working relationships with patients, staff, social service agencies, and other contracted in the course of work
- Analyze data and develop conclusions and recommendations regarding a specific program.

REQUIRED CONDITIONS OF EMPLOYMENT: - Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
- Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency, travel out of County to attend meetings.
- Successfully complete a background check to include fingerprinting.
- Pursuant to Section 5751 of the Welfare and Institutions Code, possession of any one of the following:
- Licensed Clinical Social Worker: To be a graduate of an accredited graduate school of social work and be licensed as a clinical social worker in the state of California.
- Licensed Marriage and Family Therapist: to be a graduate of an approved graduate school of marriage and family therapist and to be licensed as a marriage and family therapist in the state of California.
- Licensed Professional Clinical Counselor: To be a graduate of an approved graduate school of professional clinical counseling and to be licensed as a professional clinical counselor in the State of California
- Clinical Psychologist: To be a graduate from an accredited school of psychology and to be licensed as a psychologist in the state of California.
- Psychiatrist: shall have a license as a physician and surgeon in the state of California and show evidence of having completed three years graduate training in psychiatry in a program approved by the American Medical Association or the American Osteopathic Association.
