SummaryIn addition to the current opening, this recruitment may be used to establish a pool of qualified candidates to fill future Project/Program Manager IV Career Service positions throughout the Department of Natural Resources & Parks (DNRP) over the next 6 months.

About the Role:The Salmon Recovery Manager (Project/Program Manager IV) for the Snoqualmie Watershed Forum manages a team, including supervising two mid-career professionals, to work collaboratively with local jurisdictions, tribes, non-profits, and agencies to plan and implement science-based salmon recovery actions. You’ll have the opportunity to coordinate with local elected officials to award grant funding and advance scientific knowledge about salmon and their ecosystems, while directing the work of a small team and acting as the liaison between King County as the service provider and the Snoqualmie Watershed Forum partners.
This position follows a hybrid work model, blending remote and in-person work.
About the Team:The Snoqualmie Watershed Forum staff team is one of three watershed-based salmon recovery teams in King County, focusing on implementing the federal Puget Sound Salmon Recovery Plan while also meeting King County’s goals for Clean Water and Healthy Habitat, Strategic Climate Action, and Equity and Social Justice. The Snoqualmie Watershed Forum team focuses on implementing habitat restoration and protection actions in the King County portion of the Snohomish Basin (WRIA 7), including the Snoqualmie River and South Fork Skykomish River watersheds. The Snoqualmie Watershed Forum operates under an Interlocal Agreement between eight local governments and tribes, is locally funded, and receives over $2 million dollars annually to administer through a grant program. Key achievements from this funding over the past 25 years include setting back and removing over 2.5 miles of bank armoring, reconnecting over 400 acres of floodplain, and planting over 200 acres of riparian areas.

Enjoy training, comprehensive benefits , and growth opportunities.Job Duties- Provide leadership and visibility for salmon recovery in the King County portion of the Snohomish Basin (WRIA 7) in close coordination with the Snohomish County Lead Entity for salmon recovery to implement the Snohomish Basin Salmon Conservation Plan, including obtaining funding; advocating for plan implementation; tracking and reporting on progress; and representing salmon recovery interests at local, state, and regional forums.
- Work with the Snoqualmie Watershed Forum (Forum) to recruit and support the members, set agendas, and convene Forum meetings.
- Develop work program, staffing plan, budget, and schedule of deliverables in concert with member jurisdictions for Forum approval.
- Supervises and leads staff team of two positions paid for by the Snoqualmie Watershed Forum Interlocal Agreement member jurisdictions to implement the Forum work program.
Experience, Qualifications, Knowledge, SkillsQualifications You Bring: - Bachelor’s degree in environmental science, regional planning, natural resource management, or related field or an equivalent combination of education and experience that would provide the knowledge, skills, and abilities to perform the duties as described; and at least five years of increasingly responsible program management work that is applicable to the core duties of this position.
- Experience working directly with elected officials and their staff and/or tribes, coupled with a demonstrated knowledge of local jurisdiction and/or tribal governance, tribal treaty rights, interjurisdictional agreements, public planning processes, salmon conservation, and/or water resources management. Experience building consensus with diverse interests including representatives of county, tribal, city, state, and federal agencies; scientists; residents; employees; and/or supervisors around natural resource issues.
- At least two years of experience working collaboratively and leading high-functioning teams.
- Demonstrated ability to communicate effectively, both in writing and verbally, with varied audiences, including facilitating meetings and developing documents for and making presentations to decision-makers, committees, or other groups.
- Strong familiarity with Washington state salmon recovery issues and efforts and the roles of local, state, tribal and regional organizations. Experience writing and/or implementing a watershed-based plan.

Required Licenses/Certifications: Valid Washington State driver’s license and ability to travel throughout the County to conduct site visits.
It Would Be Great if You Also Bring:- Master’s degree, or equivalent experience in a related field
- Knowledge of, and experience with, the organizational and technical aspects of salmon recovery planning and implementation efforts in Puget Sound and the state of Washington.
- Experience and understanding of rural land use issues, agriculture, forestry, Federal Energy Regulatory Commission licensing, and flood hazard management.
Supplemental InformationWorking Conditions:- Work Location: The Snoqualmie Watershed Forum team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
- Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation: This position is represented by Teamsters Local 117 Professional & Technical and Administrative Employees.
