We are seeking a Real Property Agent III for a Term Limited Temporary (TLT) or Special Duty assignment to assist in our work to evaluate the sufficiency of King County’s existing property rights across all RFMS flood facilities. This is a meaningful opportunity to apply your real estate knowledge and project management experience in support of the mission of the King County River and Floodplain Management Section (RFMS) as a Real Property Agent III. About the Role: In this role, you will engage and manage a team of consultants to assist you in the development and implementation of a work plan to evaluate the sufficiency of King County’s existing property rights across all RFMS flood facilities. You will then recommend and execute a detailed acquisition strategy to mitigate deficiencies in those rights. The successful completion of this critical effort will ensure RFMS, as the service provider to the King County Flood Control District, can continue to effectively partner with the Army Corps of Engineers through their PL 84-99 Program. As time allows, you may support other RFMS real estate needs. This position requires a detail-oriented self-starter with experience in project development and execution, a thorough understanding of real property instruments and legal descriptions, and a proven ability to communicate thoughtfully and constructively.

About the Team: The Acquisitions Team of the Open Space Acquisitions Unit, is housed within the Water and Land Resources Division (WLRD), alongside the River and Floodplain Management Section (RFMS). WLRD is a nationwide leader in integrated floodplain management methods and developing innovative and science-based flood risk reduction strategies to improve river and environmental conditions across King County’s six major river systems (White, Green, Cedar, Sammamish, Snoqualmie, and Skykomish). This role will be dedicated to supporting the work of the RFMS. RFMS is the service provider to the King County Flood Control District, a special purpose district providing funding and policy oversight for flood protection projects and programs in King County.

Job Duties- Develop and implement a plan to analyze the sufficiency of King County’s existing property rights, including devising a tracking system, performing necessary property research, reviewing recorded documents, and presenting your findings.
- Formulate and execute an acquisition strategy with the support of consultants to address deficiencies identified through your analysis of existing property rights.
- Develop and review consultant scopes, direct and manage consultant work, and track consultant progress.
- Provide real estate support to RFMS, as needed, including securing temporary rights to support capital projects.
- Regular and effective coordination with WLRD management, the King County Flood Control District, RFMS, and the Army Corps of Engineers.
Experience, Qualifications, Knowledge, SkillsQualifications you Bring:- At least 3 years of experience with drafting and/or interpreting real estate documents, such as easements and deeds, in consultation with legal staff.
- At least 3 years of experience managing complex projects; ideally from inception to completion.
- Experience performing the administrative tasks necessary to successfully and efficiently manage projects.
- Expertise in drafting scopes of work for consultants, directing their work, and tracking their deliverables.
Preferred Qualifications:- Proficiency in drafting and/or interpreting real estate documents, including deeds, easements, and their associated legal descriptions.
- Demonstrated ability in managing projects, including developing and executing complex projects from inception through completion.
- Working knowledge of ESRI GIS software, including ArcMap, ArcGIS Pro, and/or ArcGIS Online to create maps and perform basic spatial analyses.

Physical Requirements: - Occasional travel throughout King County is required to conduct physical site inspections of properties. Site inspections may include uneven terrain, overgrown vegetation, forested environments, and farms.
Supplemental InformationOnsite Work Details:- Work Location: The Acquisitions Team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson St, Seattle, WA. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a in-home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
- Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.

- Duration: This recruitment aims to fill a Term-Limited Temporary (TLT) position with an anticipated duration of two (2) years. If the position is filled by a King County employee who has successfully completed their initial probation, they will be offered the role as a Special Duty Assignment.
