The Public Works, Facilities & Parks Department (PWFP) brings together a range of functions to ensure safe building construction, plan for the future needs of the County, manage infrastructure and county facilities, and protect natural resources. The Department is responsible for public works, county roads and bridges, county parks, and county facilities.
The Public Works, Facilities & Parks Department seeks to fill a current
County Park Ranger Supervisor vacancy. Under direction, this Peace Officer position plans, organizes, directs and supervises park personnel in day-today operations and activities of a park facility; provides training to subordinate employees; protects, maintains and improves an assigned unit within the County Parks System; performs a variety of administrative support duties; and performs other related work as required.
The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.
Examples of Duties- Supervises and participates in the activities of subordinate staff engaged in law enforcement functions, such as park patrol and protection; ensures adherence to various protection agency, penal, health, and safety codes, and court witness processes
- Supervises and/or participates in ranger activities such as park operations, grounds and facilities maintenance, natural resource interpretive functions, and waterway usage and boating operations
- Supervises and participates in response to emergency situations including accidents and injuries, initial attack on fires, and traffic control; takes action to avoid escalation into major disturbances
- Plans, schedules, and assigns tasks; reviews and evaluates work of staff; counsels employees; documents and maintains records on employee performance; takes correction action when appropriate; provides training to staff
- Reviews and/or writes a variety of reports and/or correspondence in conjunction with park patrol and safety, incident/accident, work injury, arrest and citation, pesticide application, special events, park operations, and press releases; maintains records and files
- Prepares and monitors budget for assigned unit; locates available grants and gathers information required by funding agency

THE SUCCESSFUL CANDIDATEWill have a proven track record demonstrating the following knowledge, skills, and abilities:
Thorough knowledge of: - Principles and practices of law enforcement, park patrol and visitor safety including arrest and citation procedures and emergency medical and fire suppression techniques
- County, state and/or federal regulations and codes related to park operations
- Defensive tactics used in law enforcement, including the safe use of firearms
- Principles of forestry and conservation used in park management
- Geography, points of interest and natural resources of the park system in order to utilize facilities and preserve for public use
Working knowledge of: - Principles and techniques of supervision, including methods of organization, scheduling, training, review, performance evaluation, corrective action and discipline
- Interviewing techniques and principles to assist in the recruitment of Parks personnel
- First Aid techniques and practices, including CPR
- Safety practices and equipment used in initial attack on fires
- Office automation to input and retrieve data
Some knowledge of: - Peace Officer Bill of Rights
- Principles and methods of budget development and expenditure control
Skill and Ability to: - Plan, assign, review, evaluate and supervise subordinate staff; provide guidance and/or supervision to other park staff and volunteers
- Read, interpret and explain to others the rules and regulations governing park operations and a variety of administrative regulations including labor contracts; explain and follow written and verbal instructions and rules
- Ensure the enforcement of park rules and regulations, county and state codes and regulations, and issue written citations for violations; analyze situations accurately and adopt an effective course of action, including issue citations, interrogate others, and make arrests
- Carry and safely handle and discharge firearms in the context of law enforcement duties
- Communicate effectively, verbally and in writing, to greet the public, providing training, and make presentations before groups, prepare a variety of reports, correspondence, and memoranda, and assign and supervise work
- Perform heavy manual labor including pick and shovel work in digging, widening, and backfilling trenches and other excavations
- Detect safety hazards within park facilities and take appropriate action
- Perform basic mathematical calculations in order to keep statistical records and make change for fees
- Safely drive and operate light and heavy equipment, vehicles, and water vessels
- Maintain accurate and complete records
- Establish and maintain effective working relationships with those contact in the course of work
- Administer and perform first aid and CPR techniques and practices
- Demonstrate the ability to swim safely for 50 yards in order to safely work on and around large bodies of water
Examples of Experience/Education/TrainingAny combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:
Experience: Two (2) years performing a variety of general grounds maintenance, park operations and law enforcement duties comparable to County Park Ranger I with Monterey County;
OR
Experience: Two (2) years of experience performing a variety of general grounds maintenance and law enforcement duties in a public contact setting;
AND
Education: Completion of all major coursework for a Associate’s Degree from an accredited college in parks management, environmental or natural resources management, recreational management, forestry, criminal justice, police administration, or a closely related field.
Additional Information REQUIRED CONDITIONS OF EMPLOYMENT The required conditions of employment include, but are not limited to the following:
Pursuant to Government Code Section 1029 and 1031, incumbent must meet minimum standards for peace officers as follows:
- Maintain citizenship of the United States or a permanent resident alien who is eligible for and has applied for citizenship
- Must be a minimum of 21 years of age
- Complete and successfully pass Live Scan fingerprinting for purposes of search of local, state, and national files to disclose any criminal record
- Demonstrate good moral character, as determined by a thorough background investigation
- Graduate high school or pass the general education development (GED) test indicating high school graduation level
- Must be found, after examination by a licensed physician and/or surgeon, to be free from any physical, emotional, or mental condition which might adversely affect his/her exercise of the powers of a peace officer
- Successfully pass a Voice Stress Analysis or Polygraph Test
- Obtain and maintain current certification at time of appointment:
- Basic Provider CPR, and Title 22 Basic First Aid certification
- P.C. 832 Laws of Arrest certification
- Wild land fire training
- Boating enforcement school training
- First Responder Medical certification
- Successfully maintain firearms qualification and defensive tactics certification
- May be required to pass physical agility exam
- Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority
- Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency
- Wear a uniform and present a neat appearance
- Safely drive and operate small and/or large water vessels as appropriate in the performance
- Obtain a Pesticide Qualified Applicator’s Certificate issued by the State of California Department of Food and Agriculture
