The Human Resources Department is recruiting for a Human Resources Analyst III (HRA III) in our EMACS Development Division who will oversee a team of analysts involved in the design, implementation and maintenance in support of the County’s Employee Management and Compensation System (EMACS). Additionally, HRA IIIs assist the EMACS Division Chief by providing day to day direction to division staff and performing the most difficult, non-routine work assigned to the division.

CONDITIONS OF EMPLOYMENT

Background Investigation: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting, credit check, and/or medical exam, which may include drug and/or TB testing.
Travel: Statewide and nationwide travel is occasionally required. Travel throughout the County is required and employees will be required to make provision for such transportation.

Minimum Requirements

Experience: Two (2) years of journey-level professional experience working with an Oracle software application, such as PeopleSoft or an equivalent workforce solution management application system. Qualifying experience must include primary responsibility for performing advanced/complex systems analysis; design, implementation, maintenance, and enhancements of system modules; collaborating with system vendor contacts to troubleshoot and/or resolve system issues; establishing data transfer files/interfaces and determining appropriate upload timelines; collaborating with key stakeholders to ensure the system meets business operational needs; and/or overseeing system programming/reprogramming to align with union negotiated benefits.

Education: A Bachelor's degree in Business or Public Administration, Behavioral Science, Human Resources Management, Organizational Psychology, or a closely related field.

Desired Qualifications

The ideal candidate will be a highly motivated, dynamic, results-oriented professionalwithstrong leadership skills and progressively responsible, extensive experience with an Oracle software application such as Peoplesoft or an equivalent workforce solution management application system. In addition, the ideal candidate will be a problem solver with a strong customer service focus and exceptional verbal and written communication skills; will have excellent planning and organizing skills with the ability to handle and prioritize multiple assignments and/or projects; and will be able to work effectively with others, both internally and externally, at various levels in the organization.
