About Contra Costa - Fire Protection District

Contra Costa County Fire Protection District is a full-service, all-hazards district that operates with a highly trained team of more than 670 firefighters and professional staff, responding from 37 strategically placed fire stations across 582 square miles. Our operational strength includes a diverse fleet of fire engines, ladder trucks, rescues, boats, dozers, and specialized hazardous materials units.

Behind every emergency response is the vital work of our fire district’s communications division, inclusive of information systems. The Information Systems Programmer and Analyst IV position is an important position that will assist with ensuring all software, applications, and other information systems programs are performing consistently and effectively in support of numerous divisions within the fire district. The position will provide incumbents with a fast-paced, challenging and rewarding work environment. This information systems position with the fire district comes with a real sense of purpose by indirectly saving lives and property throughout the County. Incumbents will work with a team of civilian professionals and Firefighters in service to residents throughout the County.

What you will typically be responsible for:

• Architecting and implementing high-performance software solutions using modern web technologies, with specialized expertise in the Microsoft technology ecosystem, including Azure Active Directory Authentication Framework and Azure Cloud Platform
• Supporting third-party vendor solutions
• Designing and developing end-to-end full stack applications using C# within the .NET Framework
• Developing high-performance and secure RESTful APIs, backend services, and business logic using ASP.NET Core MVC with Entity Framework 6.0 and Entity Framework Core, with strong proficiency in LINQ
• Building dynamic and responsive interfaces using HTML, JavaScript, CSS, AJAX, and jQuery
• Continuously improving and maintaining existing applications, software and other information systems programs to ensure optimal performance and user experience
• Conducting thorough testing and debugging to ensure the functionality and reliability of applications
• Orchestrating seamless code migration across diverse environments, including cloud-based infrastructures and on-premises systems
• Designing and managing database schemas, stored procedures, and advanced queries using MS SQL Server and T-SQL
• Designing, developing, and maintaining SQL and Crystal Reports, enterprise reporting and analytics solutions
• Performing data analysis and validation to ensure the accuracy, integrity, and reliability of reporting outputs
• Collaborating with stakeholders and subject matter experts to translate business requirements into reporting and analytics solutions
• Responding to ad hoc requests and resolving issues submitted via email and ticketing systems
• Mentoring and guiding junior engineers in their professional growth and development

The eligible list established from this recruitment may remain in effect for six (6) months and may be used by other departments.

Minimum Qualifications

Education: Possession of abachelor’sdegree from an accredited college or university, with a major in computer science or information processing or closely related field.

Experience: Four (4) years of full-time or its equivalent experience performing software applications programming and/or systems analysis, at least one year of which must have included programming responsibility.

Substitution for Education: Additional-qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of four (4) years.

Desirable Qualifications:

• Proficiency in PHP: Experience developing dynamic web applications and backend services using PHP
• Azure Expertise: Familiarity with Azure Cloud services, Azure DevOps, and cloud-based application deployment and management
• Agile/Scrum Methodologies: Hands-on experience working in Agile environments, participating in sprints, stand-ups, and iterative development cycles
• CI/CD Practices: Knowledge of Continuous Integration and Continuous Deployment workflows to streamline and automate software delivery
• Business Intelligence Tools: Experience developing dashboards and reports using SAP BusinessObjects (Web Intelligence), Power BI, Tableau, or similar platforms
• Advanced SQL & Data Analysis: Experience analyzing large datasets and optimizing queries for enterprise reporting environments

Salary:

$115,959.48 - $155,396.75 Annually
