About the Neighborhoods & Community Services Department
The Neighborhood Services Department works to support safe, vibrant, and thriving communities across the city. The department focuses on protecting residential properties, addressing nuisance concerns, and improving quality of life through a proactive, community-centered approach. By partnering with neighborhood and community leaders, the team uses data-driven strategies to identify issues, coordinate solutions, and connect residents with city and community resources.
In addition to these core efforts, the department serves as a key service hub for residents and businesses. It provides direct customer support through the 311 Call Center, ensuring residents can easily access information and request City Services. The department also supports economic vitality through small business assistance offered by the BizCare Division, while promoting public safety and compliance through Animal Services enforcement provided by the Animal Services Division and alcohol licensing managed by the Regulated Industries Division. Oversight of short-term rental licensing further helps maintain neighborhood stability, and dedicated illegal dumping enforcement and cleanup efforts enhance cleanliness and livability.
The Office of Environmental Quality drives the city's sustainability policies and ensures that municipal operations comply with local, state, and federal environmental laws. It plays a crucial role in reducing the city's carbon footprint and advancing climate action planning.
Emphasizing collaboration, engagement, and prevention, the department brings together community support, regulatory services, environmental stewardship, and responsive customer service to strengthen neighborhoods and enhance overall community well-being.

Responsibilities
What You'll Do:
- Directs and manages the daily operations of the Tow Lot, including vehicle intake, inventory control, storage, release, auction, and disposal activities to ensure efficient and compliant service delivery.
- Directs the development and implementation of goals, objectives, policies, procedures, and work standards for the assigned division.
- Develops and monitors the division's budget.
- Oversees the financial well-being of the division by managing revenue, analyzing cost effectiveness, and directing cost control activities.
- Prepares, submits, and justifies budget enhancement requests to the Director or designee.
- Prepares and recommends amendments to and revisions of related codes and ordinances.
- Promotes and maintains effective working relationships with industry groups, neighborhood groups, property owners, and other stakeholders.
- Submits detailed written reports, makes recommendations, and implements plans of action to fully utilize the legal system and alternative resources to achieve division and department goals.
- Provides supervision and leadership to supervisory, professional, technical, and clerical staff; assigns work, monitors performance, and ensures appropriate training, safety, and accountability standards are maintained.
- Oversees and coordinates the activities of contracted tow operators, vendors, and service providers performing work on behalf of the City; monitors performance, ensures contract compliance, and addresses operational or performance issues.
- Ensures compliance with applicable state laws, regulatory requirements, and City policies governing vehicle impoundment, storage, recordkeeping, and property disposition.
- Leads and oversees investigations into tow companies and vendors suspected of predatory towing practices, violations of the City's Bill of Rights ordinance, or non-compliance with contractual and regulatory requirements.
- Coordinates findings and enforcement actions with appropriate stakeholders.
- Develops, implements, and maintains division policies, procedures, and operational guidelines to promote efficiency, consistency, compliance, and high-quality customer service.
- Monitors and evaluates operational performance metrics, workload trends, and service levels.
- Identifies opportunities for process improvement and implements corrective actions as needed.
- Coordinates with internal departments, legal counsel, law enforcement agencies, external partners, and the public regarding Tow Lot operations, enforcement actions, disputes, and program requirements.
- Prepares reports, documentation, and recommendations related to operations, compliance activities, contractor performance, and program effectiveness for departmental leadership.
- Assists in the development and implementation of departmental objectives, policies, and operational strategies in coordination with the Director, Assistant Director, and other division managers.
- Ensures accurate and complete recordkeeping related to vehicle custody, releases, financial transactions, and compliance documentation in accordance with regulatory and audit requirements.
- Performs related duties as required.
Qualifications
REQUIRES
- Accredited Bachelor's degree and
- Five (5) years of related professional experience of a progressively responsible nature in a public or private sector program that includes one of the following: neighborhood preservation, enforcement or engagement; environmental policy and/or compliance; cultural arts; resident/business customer center management; animal control or resident assistance programs. OR
- Accredited Master's degree and
- Three (3) years of related professional experience in a public or private sector program that includes one of the following: neighborhood preservation, enforcement or engagement; environmental policy and/or compliance; cultural arts; resident/business customer center management; animal control or resident assistance programs OR
- High School diploma or equivalent and
- Nine (9) years of related professional experience of a progressively responsible nature in a public or private sector program that includes one of the following: neighborhood preservation, enforcement or engagement; environmental policy and/or compliance; cultural arts; resident/business customer center management; animal control or resident assistance programs.
- Must pass a background check as prescribed by the City.
